The implementation of a national registry is required in order for each Annex I Party to be deemed eligible to participate in the Kyoto mechanisms. Requirements for national registries are set primarily through decisions 13/CMP.1 and 5/CMP.1. Each registry is assessed to determine whether the appropriate requirements are met and results are forwarded in the form of (Standard) Independent Assessment Reports (S)IARs to the Expert Review Teams working under Article 8 of the Kyoto Protocol.

The following table contains each national registry's IAR and 2010 - 2016 SIAR. The initial Independent Assessment Report (IAR) is the evaluation and approval for each registry system to make live connection with the ITL.
Once national registry systems are connected to the live ITL, the parties are required to report (as part of their annual submission) information related to the registry's activities in accordance with the annexes of Decision 15/CMP.1. They are also required to demonstrate that they make certain information publicly available in accordance with the annexes of Decision 13/CMP.1.
The reported information is evaluated, and the results are documented in annual Standard Independent Assessment Reports (SIARs). Each SIAR has two parts. Part 1 evaluates the completeness of the reported information and Part 2 evaluates the content and substance of the information that the parties make available for assessment.
2009 SIARs will not be published. This was the first year for SIAR related reporting and assessment, and was therefore considered a trial period. All recommendations made in the 2009 SIAR Part 2s are evaluated for improvement in the 2010 SIAR Part 2.
