The Conference of the Parties serving as the meeting of the Parties to the Paris Agreement,

Paragraph 117. Requests the Paris Committee on Capacity-building to identify, in coordination with Parties, other constituted bodies and programmes and relevant stakeholders, current activities for enhancing the capacity of developing countries to prepare and implement nationally determined contributions, and also requests the secretariat to facilitate the sharing of knowledge and good practices for the preparation and implementation of nationally determined contributions, including through workshops.

About-PCCB

Background

Established at COP 21 in 2015 (1/CP.21, para. 71), the Paris Committee on Capacity-building (PCCB) addresses current and emerging gaps and needs in implementing and further enhancing capacity-building in developing countries. In 2019, the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA)  decided that the PCCB shall also serve the Paris Agreement.

The PCCB consists of twelve members from developed and developing countries. It meets once each year and regularly reports to the Conference of the Parties (COP) and the CMA on its progress and activities.

The PCCB supports a coherent and consistent institutional architecture for climate-related capacity-building for developing countries. Its guidance facilitates the design and implementation of effective and sustainable capacity-building efforts that avoid duplication and fragmentation of actors’ efforts in assisting countries in building their climate capacity.

The mission of the PCCB is to identify capacity gaps and needs and potential solutions, including enhancing the coherence and coordination of capacity-building efforts related to climate change. The PCCB fosters collaboration between actors at all levels (local, national, regional and global), strengthening networks and partnerships to enhance synergies and promote knowledge- and experience-sharing. Through its platform for capacity-building guidance and its communication tools, the PCCB facilitates access to information and knowledge for enhancing climate action in developing countries and for measuring progress on capacity-building to ensure continuous improvement over time.
