About

The session commenced with welcoming remarks and an interactive icebreaker activity to facilitate introductions and foster connections. The UNFCCC Secretariat highlighted the evolution of the PCCB Network, which now includes over 400 members ranging from ministries and UN agencies to grassroots organizations. The Secretariat emphasized the session’s purpose: to radically reimagine collaboration within the Network through inclusive dialogue and collective action.

Outcomes
  • Participants were divided into five thematic breakout groups (Adaptation, Finance, Energy, Biodiversity, and Art & Culture) for in-depth discussions, idea exchange, and co-development of recommendations.
  • The importance of co-creating solutions with local communities was emphasized. Trust-building, contextualized education, and the meaningful involvement of youth and Indigenous Peoples emerged as critical components of success.
  • Several ideas were proposed to address fragmentation and duplication of capacity-building efforts, such as the creation of shared platforms and repositories for methodologies and tools, promoting cross-regional exchanges, and ensuring more consistent engagement between stakeholders and institutions.
  • Finally, participants envisioned bold futures for the PCCB Network through a Futures Thinking Wall. Ideas ranged from scaling teacher training and public official literacy programs to exploring how digital innovation and AI could enhance just transition efforts. There was a clear appetite for in-person capacity-building programs at the national level, stronger partnerships with other networks and ACE teams, and institutionalized mechanisms to support youth and other underrepresented groups at climate negotiations and decision-making spaces.
Conclusions

The PCCB Network[ing] session successfully provided a vibrant space for radical collaboration, where diverse voices, from youth, to technical experts and governments, converged to shape the future of capacity-building.

The PCCB Secretariat committed to synthesizing inputs into the ongoing PCCB workplan update and to follow up on concrete suggestions through the PCCB Network and its knowledge-sharing platforms.
