Background

The Supervisory Body has been working diligently to establish the necessary requirements and processes for the effective operation of the mechanism, including those related to the application of robust social and environmental safeguards for Article 6.4 activities and/or programmes of activities (PoAs), which impact a diverse range of stakeholders, including local communities and Indigenous Peoples.

As part of these endeavors, the Supervisory Body has integrated requirement for local and global, continuous stakeholder consultations integrated throughout the activity cycle, an appeals and grievance procedure, the SD Tool, and methodology development, among others. These instruments have been developed with input from diverse stakeholders, including local communities and Indigenous Peoples.

It is imperative to keep stakeholders informed about updates on the status of progresses made in the mechanism including through the work of the SBM while taking feedbacks from various stakeholders on the status of the mechanism operation.

With this context, the webinar titled “Article 6.4 Mechanism: Engaging Indigenous Peoples and Local Communities” aims to promote meaningful engagement with Indigenous Peoples and local communities by identifying current or anticipated challenges, as well as opportunities and enabling conditions. The webinar will also highlight key progress in the operationalization of the Paris Agreement Crediting Mechanism (PACM), including recent decisions, rules, and regulations adopted by the SBM, along with future plans and expectations.

Objective

The Article 6.4 Supervisory Body (SBM) continues to advance the operationalization of the mechanism. At the end of 2024, it achieved a key milestone with the adoption of the standard for removal activities. The primary objective of this webinar is to provide stakeholders with information on the process undertaken in developing the current draft standard on addressing non-permanence and reversals. The webinar is not intended to solicit stakeholder views or inputs at this stage. Instead, it will serve to clarify the main elements of the draft standard and to demonstrate how inputs already submitted by stakeholders have been considered and reflected in the present version.

Background

The secretariat is organizing a dedicated webinar entitled “Article 6.4 mechanism standards: upholding high integrity” with the overarching aim of enhancing stakeholders’ understanding of the work being carried out by the Article 6.4 Supervisory Body and its Methodology Expert Panel. The session will focus on key methodological elements essential to the mechanism’s credibility, including the application of the methodological standard, the demonstration of additionality, the setting of robust and dynamic baselines, and the identification and mitigation of leakage risks. Additionally, the webinar will provide insights into other ongoing work by the MEP to strengthen the methodological framework. By doing so, the webinar offers a unique platform for stakeholders to engage with the technical foundations of the Article 6.4 mechanism and gain a clearer view of the Supervisory Body’s ongoing efforts to uphold the highest standards of environmental integrity.

Objective

The webinar seeks to deepen stakeholder understanding of the Article 6.4 mechanism’s integrity safeguards, particularly those embedded in its methodologies and associated standards. Through panel discussions and focused presentation , the webinar aims to provide information on how the Article 6.4 mechanism addresses high integrity by providing comprehensive updates on the latest work by the SBM and its MEP, particularly concerning the methodological matters including Standard for development and assessment of Article 6.4 mechanisms methodologies, demonstration of additionality and requirements for removal activities. It will in particular features the following elements:

  • setting dynamic and conservative baselines that reflect sectoral, national, or policy-specific conditions;
  • demonstrating additionality using performance benchmarks or alternative assessment methods to ensure genuine mitigation;
  • identifying and addressing leakage, especially in complex sectoral or multi-jurisdictional activities; and
  • applying robust monitoring and permanence criteria for activities involving removals.

The webinar aims to foster transparency and dialogue on alignment and collaboration between the Article 6.4 mechanism and the broader ecosystem of high-integrity carbon markets, including identification of synergies with existing standards and emerging national frameworks.
