What is an issuance?

An issuance is when UNFCCC officially recognises and records the greenhouse gas emission reductions or removals achieved by a climate project or programme. This process creates “credits” that show the project has helped fight climate change. These credits can then be used by countries or organisations to meet their climate targets.

In technical terms, a Designated Operational Entity (DOE) checks that the project has met all the rules and requirements. If everything is in order, the DOE requests the UNFCCC to issue these credits, known as Article 6.4 Emission Reductions (A6.4ERs).

What does finalizing a provisional request for issuance mean?

If you previously submitted a provisional request for issuance under the Clean Development Mechanism and it was granted provisional status by the CDM Executive Board, you can now finalize this request under the  Paris Agreement Crediting Mechanism (PACM) - provided the Article 6.4 Supervisory Body approves the transition of your CDM project or Programme of Activities.

How to submit your finalization request: 

Project Participants or/Designated Operational entities (DOEs) should email their finalization request and all required documents to: A6.4mechanism-activitycycle@unfccc.int

For all provisional requests for issuance:

  • Rather than submitting an addendum to the PDD, or PoA-DD and CP-DDs, please provide a revised monitoring report using the CDM monitoring report template (include both a clean version and a track-change version highlighting all updates).
  • Your revised report must reflect:
       - Global Warming Potentials from 1 January 2021, and
       - Updated fraction of non-renewable biomass (fNRB) and leakage discount factors (if applicable), (para. 55(a)(i), (A6.4-PROC-AC-001)).
  • Additionally, include:
       - A declaration to confirm you are avoiding double issuance, using the UNFCCC form. If relevant, include confirmation from other schemes (para. 55(a)(ii), (A6.4-PROC-AC-001)).
  • For all provisional cases:
       -
    If you use new methodological approaches or/ex-post surveys, please submit a new verification report prepared by your DOE (para. 55(c), (A6.4-PROC-AC-001)).

How to submit a finalization of provisional request for issuance: 

Please use the below email subject line format: 

  • For CDM project activities (PAs):

          A6.4 – Provisional issuance – [Activity type] – [Activity Reference Number] – [Monitoring period YYYYMMDD–YYYYMMDD] – [DOE name (if)]

              For example: DOE XYZ is submitting a Request for Issuance for PA 1234 covering Monitoring period of 20240201–20241130

              Therefore the subject line should read: A6.4 – Provisional issuance – PA – 1234 – MP:20240201–20241130 – DOE XYZ

  • For CDM programme of activities (PoAs):

          A6.4 – Provisional issuance – [Activity type] – [Activity Reference Number] – [Monitoring period YYYYMMDD–YYYYMMDD] [MR Number] - [Issuance request number] – DOE name (if)

              For example: DOE ABC is submitting third Request for Issuance for PoA 12345 covering Monitoring period of 20240101–20241231 and second monitoring report.

              Therefore the subject line should read: A6.4 – Provisional issuance – PoA – 12345 – MP:20240101–20241231 – MR2 - IRP3 – DOE ABC

What is a request for issuance?

A request for issuance is submitted by a Designated Operational Entity (DOE) after verifying that the greenhouse gas emission reductions or net removals achieved by the registered Article 6.4 activity during the monitoring period meet all applicable implementation and monitoring requirements in the activity standard and any other Paris Agreement Crediting Mechanism (Article 6.4) rules. 

The DOE must also certify the quantity of Article 6.4 emission reductions (A6.4ERs) that can be requested for issuance. 

How and where to submit a request for PACM (Article 6.4) activities:

To submit a request for issuance, following these steps

1.   Complete and sign the official request for issuance forms.   

  • For A6.4 Projects: A6.4-FORM-AC-034  Word | PDF
  • For A6.4 Programmes of Activities: A6.4-FORM-AC-055  Word | PDF

2. Gather all required supporting documents listed in Section 3 of the relevant form
3. Send your completed form and documents by email to: A6.4mechanism-activitycycle@unfccc.int 
3. Email subject line:   

  • For Projects: A6.4 – Request for issuance – [Activity type] – [Activity Reference Number] – [Monitoring period YYYYMMDD–YYYYMMDD] – [DOE name]

              For example: DOE XYZ is submitting a Request for Issuance for PA 1234 covering Monitoring period of 20240201–2024113

              Therefore the subject line should read: A6.4 – Request for issuance – PA – 1234 – MP:20240201–20241130 – DOE XYZ
