What is Prior Consideration?
Under the Paris Agreement’s Article 6.4 mechanism, participants proposing a new activity must demonstrate that they have considered the mechanism’s potential benefits before proceeding. This is achieved by notifying the secretariat of the intention to seek registration of the proposed A6.4 activity under the Article 6.4 mechanism.
In accordance with the Section 4.2 of the Article 6.4 activity cycle procedures for projects and Sections 4.2 & 6.1 of the Article 6.4 activity cycle procedures for PoAs , all prior consideration notifications (for projects and PoAs) and inclusion notifications (for component projects) must be submitted through the designated interface as follows:

1. Accessing the Notifications

2. Filtering the List:

- Host Party

3. Navigating Notifications
Clicking the link in Column C will take you to the notification form submitted.
4. Determining Deadlines:
The date of publication can be used to determine the deadline for submitting a Project Design Document (PDD) or a Programme of Activities Design Document (PoA-DD). According to paragraph 16 of the Article 6.4 activity cycle procedure for projects and paragraph 17 of the Article 6.4 activity cycle procedure for PoAs, participants must submit a PDD or PoA-DD for global stakeholder consultation within one year of either:
- The publication of the prior consideration notification, or
- The availability of the applicable methodology,
whichever comes later.
