What is Prior Consideration?

Under the Paris Agreement’s Article 6.4 mechanism, participants proposing a new activity must demonstrate that they have considered the mechanism’s potential benefits before proceeding. This is achieved by notifying the secretariat of the intention to seek registration of the proposed A6.4 activity under the Article 6.4 mechanism.

In accordance with the Section 4.2 of the Article 6.4 activity cycle procedures for projects and Sections 4.2 & 6.1 of the Article 6.4 activity cycle procedures for PoAs , all prior consideration notifications (for projects and PoAs) and inclusion notifications (for component projects) must be submitted through the designated interface as follows:

A6.4-FORM-AC-002. For A6.4 projects
A6.4-FORM-AC-013. For A6.4 programme of activities
A6.4-FORM-AC-014. For A6.4 component projects

4. Determining Deadlines:

The date of publication can be used to determine the deadline for submitting a Project Design Document (PDD) or a Programme of Activities Design Document (PoA-DD). According to paragraph 16 of the Article 6.4 activity cycle procedure for projects and paragraph 17 of the Article 6.4 activity cycle procedure for PoAs, participants must submit a PDD or PoA-DD for global stakeholder consultation within one year of either:

- The publication of the prior consideration notification, or

Registering an A6.4 project, programme of activity or component project? Don't miss the deadline for submitting prior consideration or inclusion.

A 6.4 Projects:

All activity participants interested to register their mitigation activity as Article 6.4 activity shall submit a “prior consideration notification” via this dedicated interface with 180 days from the start date of the project activity as per the Article 6.4 activity standard for projects.

A 6.4 Programmes of activities:

All activity participants interested to register their mitigation activity as Article 6.4 programme of activity shall submit a “prior consideration notification” via this dedicated interface prior to submission for Global stakeholder consultation.

A 6.4 Component projects (CP):

The activity participants of a proposed component project intent to include the CP in a registered A6.4 PoA or in a programme of activity planned to be registered in the future* use this dedicated interface. If the CP has already started as per “start date” of a CP determined in accordance with Article 6.4 activity standard for programmes of activities, submit a inclusion notification no later than 180 days after the publication of the respective PoA-DD for global stakeholder consultation.

* The PoA-DD must have at least been published for global stakeholder consultation.

Proposed Article 6.4 projects & PoAs under Global Stakeholder Consultation (GSC)

Article 6.4 projects and PoAs that have submitted a PDD or PoA-DD and are now undergoing GSC following their prior consideration notifications:

In accordance with section 4.3 of the Article 6.4 activity cycle procedures for projects and section 4.3 of the Article 6.4 activity cycle procedures for PoAs, Parties, stakeholders and UNFCCC-admitted observer organizations may submit comments in English on the proposed A6.4 project or PoA to the secretariat by filling the Global Stakeholder Consultation (GSC) form within 28 days of the publication of the PDD/PoA-DD.

Comment submitters must provide the name and contact details of the individual or organization on whose behalf they submit the comments. Comments from stakeholders shall:

Be specific to the proposed A6.4 project or PoA;
Relate to compliance with applicable Article 6.4 mechanism rules and regulations.
