Transition of CDM activities

Access Transition Regulations 

NOW OPEN: The dedicated interface is now open for project participants of a CDM afforestation and reforestation (A/R) project activity or CDM A/R PoA and the CPAs therein, that are eligible to transition to Article 6.4 mechanism to submit a request for transition. The deadline for submission of a request for transition of a CDM A/R project activity or CDM A/R PoA and the CPAs therein to the Article 6.4 mechanism is 31 December 2025.

Reminder: The deadline to submit a transition request for a CDM project or PoA (excluding CDM A/R projects and PoAs) has passed. It was 31 December 2023, 24:00 (CET). See the list of requested transitions here.


What are the provisions for transitioning CDM projects and programmes of activities (PoAs)?

According to decisions made by Parties to the Paris Agreement (CMA), specifically decision 3/CMA.3 (annex, chapter XI.A), decision 7/CMA.4 (annex I), and decision -CMA.6projects and PoAs registered under the CDM can transition to the Article 6.4 mechanism if they meet all required conditions. This includes projects listed as provisional under temporary measures by the CDM Executive Board.

This table provides a list of CDM activities approved by Host Parties for transition to the Article 6.4 mechanism. It includes links to the information pages for each CDM activity (see Column 2: CDM Project or PoA Title) and to the additional documentation submitted by project participants as part of their transition requests, which becomes available after the secretariat completes the substantive check (see Column 10: Transition Status).

Process

According to decisions made by Parties to the Paris Agreement (CMA), specifically decision 3/CMA.3 (annex, chapter XI.A), decision 7/CMA.4 (annex I), and decision -CMA.6, projects and programs registered under the Clean Development Mechanism (CDM) can transition to the Article 6.4 mechanism if they meet all required conditions. This includes projects listed as provisional under temporary measures by the CDM Executive Board.

CDM A/R project activities and CDM A/R programmes of activities and CPAs

The interface is accessible only to focal points for scope of authority (c) in order to ensure its proper use. This measure aimed to prevent any potential misuse, such as the submission of transition requests for CDM A/R activities that are not eligible for transition.

Project participants who expressed their intent to transition shall submit their transition request using the on-line interface no later than 31 December 2025.

Please note that creating a user account is a necessary first step in order to access the transition portal/interface.

Background

CMA, at its sixth session, decided that afforestation and reforestation project activities and PoAs registered under the CDM may transition to the Article 6.4 mechanism provided they meet specified requirements. The SBM, at its fifteenth meeting adopted a revision of the “Procedure: Transition of CDM activities to the Article 6.4 mechanism” operationalizing the transition process for eligible CDM A/R project activities and CDM A/R programmes of activities and CPAs therein to the Article 6.4 mechanism.

Submission Deadline: 31 December 2025

Project participants interested in expressing their intent to transition shall submit their transition request no later than 31 December 2025. Meeting this deadline is crucial, as failure to do so will result in exclusion from transition.

As per Section 5.2 of the Procedure: Transition of CDM activities to the Article 6.4 mechanism (A6.4-PROC-AC-001), parties, stakeholders, and UNFCCC admitted observer organizations are invited to submit comments in English regarding the transition of CDM project activities, PoAs, and CPAs. Comments should be specific to the activity in transition and comply with the applicable rules.

Please submit your comments, along with the names and contact details of the representing individuals or organizations, through the UNFCCC website's dedicated interface within 28 days of the request's publication. The secretariat will make qualifying comments publicly available on the UNFCCC website, and the Supervisory Body along with DNAs of the involved parties will be informed.

Frequently Asked Questions related to Global Stakeholder Consultation

Q: What is the Global Stakeholder Consultation process and how does it relate to the transition of activities from the Clean Development Mechanism to Article 6.4 Mechanism?

The Global Stakeholder Consultation is an instrument designed by the Supervisory Body to involve stakeholders from across the globe in the process of transitioning eligible Clean Development Mechanism activities to the Article 6.4 mechanism by seeking their input.

Q. Who can submit comments?

Parties, stakeholders and UNFCCC admitted observer organizations may submit comments (in English) on the transition of the CDM project activity, or PoA and CPAs therein, to the secretariat through a dedicated interface on the UNFCCC website. This must be done within 28 days of the publication of the request for transition on the UNFCCC website, as set out in the Procedure: Transition of CDM activities to the Article 6.4 mechanism.

Q. How can comments be submitted?

To submit your comments, you first need to be logged in to the UNFCCC-CDM page using your login credentials. Then, your comments can be submitted through a dedicated interface on the UNFCCC website. Once you are on this page, go to the last column of the project or PoA for which you want to provide a view or comment, and then click on “Submit view/comment” link.

Q: What information is required when submitting comments?

Submitters must provide the names and contact details of the individuals or organizations on whose behalf the comments are submitted. Comments shall be specific to the CDM project activity, or PoA and CPAs being requested for transition or be related to the compliance with applicable rules and regulations for transition.

Q: Is there a time limit for submitting comments?

Yes, comments must be submitted within 28 days of the publication of the transition request on the UNFCCC website.

Q: Can comments be submitted in languages other than English?

No, comments must be submitted in English.

Q: What happens after the submission of comments?

The secretariat will make comments that meet the specified requirements publicly available on the UNFCCC website where the transition request is published. The Supervisory Body and the Designated National Authorities of the Host Party and other Parties involved will also be informed of the publication of comments. Comments that do not meet the specified requirements may not be made publicly available on the UNFCCC website.
