How to transition CDM projects and programmes of activities (PoAs)?

Decisions by the Parties to the Paris Agreement (CMA), specifically decision 3/CMA.3 (annex, chapter XI.A), decision 7/CMA.4 (annex I), and decision 6/CMA.6, allow Clean Development Mechanism (CDM) projects and PoAs to transition to the Paris Agreement Crediting Mechanism (PACM) if they meet all required conditions. This includes project activities and PoAs listed as provisional under the temporary measures adopted by the CDM Executive Board.

Process Illustration: High-level overview.

To participate in the PACM, host Parties must meet the participation requirements. Submit the completed form (A6.4-FORM-GOV-001) via email to A6.4mechanism-info@unfccc.int.

Host Party DNAs may provide approval for the transition of CDM activities to the PACM by submitting the completed form, A6.4-FORM-AC-003, via email to A6.4mechanism-info@unfccc.int.

Note that in accordance with section V, paragraph 25 of decision -/ CMA.7, the deadline to submit approval of CDM transition to PACM by a host Party has been extended to 30 June 2026.

With reference to section 5.2 paragraph 17 of the Transition procedure A6.4-PROC-AC-001, the submitters of the comments shall provide the names and contact details of the individuals or organizations on whose behalf the comments are submitted. Comments from stakeholders shall:
(a) Be specific to the CDM project activity, or PoA and CPAs therein, being requested for transition; and,
(b) Be related to the compliance with applicable rules and regulations for transition.

NEW: The Paris Agreement Crediting Mechanism Information System (MIS) is now available for submitting additional documentation for host Party-approved CDM transition activities. Authorized Focal Point entities for scope (c) can register and access the platform using their listed email.

The system is still under development and currently supports only single Party-hosted transitioning activities applying a CDM methodology at transition. More features and workflows will be added in the coming weeks.

For multi-Party hosted activities or those using an Article 6.4 methodology at transition, please submit documentation via email: A6.4mechanism-info@unfccc.int.

Project participants must submit an addendum to the respective project of PoA design documents by 31 December 2026. This applies if the current CDM methodology continues to be used for the transitioning CDM project activity, or PoA and component project activities (CPAs). 

If the CDM methodology is replaced with a PACM methodology, the project participant must revise the project design document (PDD), or PoA-DD and CPA-DD, using the corresponding PACM forms.

A DOE accredited under the relevant sectoral scope in the PACM must validate the revised documents and submit the revised PDD (or PoA-DD and CPA-DDs) together with the validation report:

  • within one year of the publication of the host Party approval of transition, or
  • within one year after the applicable mechanism methodology becomes available,

whichever is later.
