Background

The secretariat is organizing a dedicated webinar entitled “Article 6.4 mechanism standards: upholding high integrity” with the overarching aim of enhancing stakeholders’ understanding of the work being carried out by the Article 6.4 Supervisory Body and its Methodology Expert Panel. The session will focus on key methodological elements essential to the mechanism’s credibility, including the application of the methodological standard, the demonstration of additionality, the setting of robust and dynamic baselines, and the identification and mitigation of leakage risks. Additionally, the webinar will provide insights into other ongoing work by the MEP to strengthen the methodological framework. By doing so, the webinar offers a unique platform for stakeholders to engage with the technical foundations of the Article 6.4 mechanism and gain a clearer view of the Supervisory Body’s ongoing efforts to uphold the highest standards of environmental integrity.

Objective

The webinar seeks to deepen stakeholder understanding of the Article 6.4 mechanism’s integrity safeguards, particularly those embedded in its methodologies and associated standards. Through panel discussions and focused presentation , the webinar aims to provide information on how the Article 6.4 mechanism addresses high integrity by providing comprehensive updates on the latest work by the SBM and its MEP, particularly concerning the methodological matters including Standard for development and assessment of Article 6.4 mechanisms methodologies, demonstration of additionality and requirements for removal activities. It will in particular features the following elements:

• setting dynamic and conservative baselines that reflect sectoral, national, or policy-specific conditions;
• demonstrating additionality using performance benchmarks or alternative assessment methods to ensure genuine mitigation;
• identifying and addressing leakage, especially in complex sectoral or multi-jurisdictional activities; and
• applying robust monitoring and permanence criteria for activities involving removals.

The webinar aims to foster transparency and dialogue on alignment and collaboration between the Article 6.4 mechanism and the broader ecosystem of high-integrity carbon markets, including identification of synergies with existing standards and emerging national frameworks.

Background and schedule

The Supervisory Body (SBM) has mandated the secretariat to regularly organize dedicated virtual interactions with the DNAs (Designated National Authorities) of the Article 6.4 mechanism, covering various aspects of Article 6.4 implementation.

This webinar focused on:

• the latest developments in the SBM's work, providing a snapshot of recent progress, including the development of relevant rules and regulatory documents;
• clarifying the key roles and responsibilities that DNAs will assume in implementing Article 6.4 activities, including transition of CDM (Clean Development Mechanism) activities;
• important deadlines for activities transitioning to the Article 6.4 mechanism, and for projects that began implementation after 2023;
• soliciting feedback from DNAs on the Information Note: Roles and responsibilities of host Parties, considered by the SBM during its 11^th meeting.

The Supervisory Body invited all stakeholders to share their insights and feedback on the draft versions of three key regulatory documents for the operationalization of the Article 6.4 mechanism activity cycle.

Alongside the call for input on the regulations listed below, the secretariat hosted a webinar for an in-depth discussion.

1. Activity standard for projects (AS-P)
2. Validation and verification standard for projects (VVS-P)
3. Activity cycle procedure for projects (ACP-P)

The Supervisory Body extended a warm welcome to participants from:

• Organisations at the forefront of climate action
• Market experts with a deep understanding of carbon trading nuances
• Indigenous Peoples and local communities who bring unique, ground-root perspectives
• And any other stakeholder with a vested interest in shaping the future of climate action

This webinar stands to be a pivotal event in the lead-up to finalizing these regulations. Your insights, expertise and voice are invaluable in our joint efforts towards a sustainable future. 

Stakeholders were encouraged to submit questions to A6.4mechanism-info@unfccc.int on the draft regulations before the webinar.

During its sixth meeting, the Supervisory Body requested the secretariat to organize specific interactions with DNAs on a regular basis to cover various aspects related to the implementation of Article 6.4.

• Interaction with stakeholders: Stakeholders were informed about the agenda for the upcoming meeting of the Supervisory Body (SB 006, 10 to 13 June 2023) and encouraged to provide questions or comments.

• Opening: The Supervisory Body provided an overview of the work this year, in particular covering objectives for the upcoming meetings in the line up for CMA 5, including opportunities for stakeholder contributions.
   
• Interaction with stakeholders: The focus was on strengthening interactions between the Supervisory Body and stakeholders, with the aim to have an active dialogue for making a more impactful, and exchange ideas for refinement.
