Background
The secretariat is organizing a dedicated webinar entitled “Article 6.4 mechanism standards: upholding high integrity” with the overarching aim of enhancing stakeholders’ understanding of the work being carried out by the Article 6.4 Supervisory Body and its Methodology Expert Panel. The session will focus on key methodological elements essential to the mechanism’s credibility, including the application of the methodological standard, the demonstration of additionality, the setting of robust and dynamic baselines, and the identification and mitigation of leakage risks. Additionally, the webinar will provide insights into other ongoing work by the MEP to strengthen the methodological framework. By doing so, the webinar offers a unique platform for stakeholders to engage with the technical foundations of the Article 6.4 mechanism and gain a clearer view of the Supervisory Body’s ongoing efforts to uphold the highest standards of environmental integrity.
Objective
The webinar seeks to deepen stakeholder understanding of the Article 6.4 mechanism’s integrity safeguards, particularly those embedded in its methodologies and associated standards. Through panel discussions and focused presentation , the webinar aims to provide information on how the Article 6.4 mechanism addresses high integrity by providing comprehensive updates on the latest work by the SBM and its MEP, particularly concerning the methodological matters including Standard for development and assessment of Article 6.4 mechanisms methodologies, demonstration of additionality and requirements for removal activities. It will in particular features the following elements:
- setting dynamic and conservative baselines that reflect sectoral, national, or policy-specific conditions;
- demonstrating additionality using performance benchmarks or alternative assessment methods to ensure genuine mitigation;
- identifying and addressing leakage, especially in complex sectoral or multi-jurisdictional activities; and
- applying robust monitoring and permanence criteria for activities involving removals.
The webinar aims to foster transparency and dialogue on alignment and collaboration between the Article 6.4 mechanism and the broader ecosystem of high-integrity carbon markets, including identification of synergies with existing standards and emerging national frameworks.
