CW2 Overview

The Climate Weeks scheduled for 2025 are strategically aligned with the intergovernmental processes under the UN Framework Convention on Climate Change and the Paris Agreement. They play a key role in translating global climate decisions into concrete actions on the ground.

The second Climate Week for this year 2025 (CW2) will be held in Addis Ababa, Ethiopia, from September 1 to September 6, 2025, at the Addis International Convention Center | AICC

This gathering will continue to foster regional and global collaboration on climate action, with a strong focus on local priorities and solutions.

The Implementation Forum

The Implementation Forum will take place on 3 and 4 September and will feature a series of events. Over the course of the two days, the Forum will include, among others, the Climate Week Opening Ceremony; a number of events hosted by the COP 30 Presidency, including the  events on“Mutirão”,climate action agenda and a mandated dialogue on advancing the role of local communities in the UNFCCC Process. Other sessions during the Implementation Forum will focus on climate finance and adaptation, for example the Adaptation Finance with a focus on Africa event and Public-Private dialogue on Finance. As in Climate Week 1 2025, a dedicated space will be created for the Implementation Labs, which will focus on thematic issues, such as forests, agriculture, sustainable cities, energy transition and access, and carbon markets. 

The thematic areas for ILabs have been identified building on the COP 30 Action Agenda’s key objectives, including a strong emphasis on equality and inclusion, particularly of underrepresented groups such as women, youth, Indigenous Peoples and local communities, and taking into account the priorities of the Africa Climate Summit 2025 taking place after the Climate Week to ensure continuity and complementarity. To ground these sessions in real-world action and meaningful collaboration, the UNFCCC secretariat is calling for real-world, implemented, replicable solutions to be showcased and presented in-person as “concrete kick-off examples” at the Implementation Labs. Importantly, these solutions will have the opportunity to feed into the COP 30 Action Agenda’s Granary of Solutions – with an aim to showcase relevant, scalable solutions aligned with the first Global Stocktake outcomes.

Mandated events

The Mitigation Work Programme Global Dialogue and Investment-focused event

The sixth Global Dialogue and Investment-Focused Event under the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP) will take place during Climate Week 2 in Addis Ababa, Ethiopia. This two-day mandated event is being organized pursuant to decision 4/CMA.4, and will focus on enabling mitigation solutions in the waste sector, including through circular economy approaches, noting that the outcomes of the work programme will be non-prescriptive, non-punitive, facilitative, respectful of national sovereignty and national circumstances, take into account the nationally determined contributions and will not impose new targets or goals.

Structured around scene-setting presentations, panel discussions, and breakout sessions, the dialogue aims to provide a space for Parties, technical experts, and non-Party stakeholders to share practical experiences, actionable solutions, best practices, challenges and barriers, and identify scalable approaches through a focused exchanges of views, information, and ideas. The investment-focused event considers the cost of mitigation implementation, with a view to unlocking finance, overcoming barriers to access to finance and identifying investment-opportunities and actionable solutions. Discussions will explore opportunities and challenges in enhancing mitigation ambition and implementation across the waste sector.

Fourth Dialogue under the UAE Just Transition Work Programme

This dialogue provides a platform for Parties and stakeholders to exchange opportunities, best practices, actionable solutions, and challenges on just transition.

NDC Clinics (Anglophone & Francophone)

The NDC Clinics seek to provide practical support to participating countries in critical areas for effective NDC implementation. Built around peer discussions, the Clinics will facilitate knowledge and experience sharing around key topics of NDC implementation, including:

• Strengthening investment planning and prioritization;
• Aligning NDCs with national policies and development priorities;
• Enhancing institutional capacities and inter-ministerial coordination;

• Improving stakeholder engagement, including with financial institutions, private investors, and other key actors.

The Clinics are designed for government officials from relevant ministries such as Ministries of Environment, Finance, and Planning. In addition, representatives from civil society, development partner institutions, the private sector, financiers including multilateral development banks, climate funds, philanthropic foundations, and regional institutions will be invited to share their perspectives and experiences to enrich the dialogue and foster collaborative approaches to climate investment planning and mobilization.

The objective is to improve the ability to assess progress and to foster connections with development partners and financial institutions. Peer learning will support the exchange of country-driven solutions and practical experiences to advance national and regional investment planning.

Unlocking Finance: Accelerating NDC Implementation through Carbon Markets in Africa

This event will highlight the role of Article 6 in achieving NDCs, raise ambition through cooperative approaches, and promote high-integrity standards of the Paris Agreement Crediting Mechanism.

Capacity Building for Accessing Finance (Needs-Based Climate Finance)

A two-day workshop designed to equip national focal points and sector experts with practical skills to access major climate funds (GCF, AF, GEF) and develop bankable proposals.

Pan-African Needs-Based Climate Finance Marketplace

This session will present flagship cross-border programmes from EAC, ECOWAS, and AUDA-NEPAD to potential partners and investors, featuring initiatives on mini-grids, climate-smart agriculture, and hydromet systems.

Brainstorming Workshop on Innovative Sources and Modalities of Finance for Adaptation

A forward-looking session to incubate creative financing solutions, including green bonds, resilience funds, and other novel mechanisms.

Consultation on Mandated Support Programmes for NAP Implementation

An expert consultation to design programmes supporting the implementation of National Adaptation Plans in LDCs.

Empowering Action: Knowledge and Know-How for Adaptation and Finance

Exploring novel and forward-looking approaches and leveraging knowledge and know-how to unlock and access adaptation finance at regional, national, sub-national, and local levels through inclusive engagement and foresight-driven processes.

The Climate Weeks to be held in 2025 are closely aligned with the intergovernmental process under the Convention and Paris Agreement and will help to translate the decisions made in the UN Climate Change process into action on the ground. 

Panama City hosted the first Climate Week of 2025 from 19 to 23 May at the Megapolis Convention Centre bringing together representatives of Parties and stakeholders, maintaining global scope and participation and providing a space for dialogue, capacity-building and showcasing innovative solutions to facilitate urgent, inclusive, and coordinated climate action.  

Climate Week consisted of several UNFCCC mandated events focusing on topics such as mitigation, NDCs, adaptation plans, just transition, Indigenous Peoples and Article 6, as well as an Implementation Forum Day which included various events hosted by the incoming COP 30 Presidency and Implementation Labs.   

Highlights from the First Climate Week of 2025

The first Climate Week 2025 – in their new format – put forward real-world solutions to support countries’ implementation efforts. From unlocking climate finance to cutting-edge technology and carbon markets, this year’s forum was more than a discussion — it was a springboard for faster and fairer climate action.

Mandated Events  

Each mandated event that took place during Climate Week was organized in accordance with its respective mandate under the Conference of Parties serving as the meeting of Parties to the Paris Agreement and Subsidiary Bodies.  

Nomination and registration procedures for each mandated event can be found in their respective communications to Parties, observer organizations, and UN/IGOs. 

Implementation Forum Day 

The Implementation Forum took place on Wednesday, 21 May, with a series of events and concluded with a plenary session on Thursday 22 May. It acted as a catalyst for bringing together key stakeholders, including governments, subnational governments, businesses, financial institutions such as multilateral and national development banks, civil society, and Indigenous Peoples, to identify actionable outcomes driving sustainable progress.

The labs served as a platform to foster multi-stakeholder engagement, facilitating discussions to identify actionable solutions to deliver implementation of NDCs around three main key means of implementation: finance, technology and carbon markets.

In addition to the Ceremonial Opening of Climate Week, a number of events were part of the Implementation Forum, including the COP30 Presidency special events, Enhancing NDCs Ambition for a Sustainable and Just Future event, and the implementation labs, among others. 

Implementation Labs

Finance Lab: The Finance Lab was designed to strengthen the understanding, design, and implementation of finance solutions for climate priorities, supporting the needs-driven delivery of Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). It focused on addressing policy and institutional barriers, enhancing enabling environments, locally led approaches, building technical and institutional capacity, and providing targeted technical assistance. The Finance Lab aimed to actively incorporate real-world success cases and lessons learned, engage participants through moderated discussions, and integrate direct feedback to iteratively refine support strategies. Finance is recognized as a critical enabler for the deployment and scaling of technologies. Additionally, innovative financial instruments are essential for mobilizing investment in mitigation and adaptation activities capable of generating internationally transferred mitigation outcomes (ITMOs) under the Paris Agreement Crediting Mechanism (PACM). By strengthening institutional capacities and improving enabling conditions, finance will support the implementation of Article 6-compliant projects and programs that contribute to achieving NDC targets while delivering adaptation co-benefits. Through its cross-cutting and practical implementation focus, the Lab seeks to bridge finance, technology, and market mechanisms, driving transformational climate action at scale.

Article 6 Lab: The Article 6 or Carbon Markets Lab served as a collaborative platform where governments, project developers, UN agencies, multilateral development banks, and private sector partners united to advance climate action through market-based approaches, specifically under the Paris Agreement Crediting Mechanism. By fostering dialogue among these stakeholders, the initiative shifted discussions from high-level policy debates to actionable strategies for implementation.
This practical focus equipped participants with insights into:
  •  Operational requirements for scaling climate projects
  •  Key compliance frameworks
  •  Effective risk management practices to maximize emission reduction outcomes
The Lab also prioritized knowledge-sharing and identifying capacity-building gaps across stakeholders. These insights strengthened coordination between multilateral institutions, public-private partnerships, and other support systems, ensuring tailored assistance for impactful, on-the-ground climate solutions.

Technology Lab: The Technology Lab addressed key topics to support NDC implementation. It delved into the role of emerging technologies like Water-Energy-Food/Agrifood systems, Industrial decarbonization, energy systems, AI for climate action while also recognizing the importance of practical, accessible, and affordable solutions for developing countries or sectors with limited technological infrastructure.

It included roundtables on:

• Water-Energy-Food nexus/Agrifood systems;
• Industrial decarbonization;
• Energy systems;
• Artificial intelligence for climate action.

Further, it focused on aspects related to capacity-building for technology development and transfer, and financing climate technologies, which builds upon the work of the Technology Mechanism.

The lab increased awareness of proven climate technology and innovation options that deliver accelerated adaptation and mitigation action across geographies and identified practical insights and actionable steps toward implementation.

Other important events that were part of Implementation Forum Day include:

• From Call to Mobilization: Bringing the Global Mutirão Framework to Life

The COP30 Presidency has called on the international community to come together in a global "mutirão" against climate change. This event provided a platform to clarify the concept, invite participation, and begin building the networks and narratives that will shape
the Mutirão’s global trajectory. By bringing the concept to life now, the COP30 Presidency demonstrated early momentum, explored the concept through concrete examples, and began engaging partners across geographies and sectors in co-creating a new model for action.

This event served as the public launch of the Global Mutirão pilot, an opportunity to explore the concept together, share early examples, engage aggregators and partners, and invite participants to contribute ideas and actions toward this emerging framework. Find more information here.

• The Future of Global Climate Action

The COP30 Presidency shared views on the Climate Action Agenda as it has developed since COP20 and presented ideas for COP30 and beyond, with a focus on the full implementation of the GST. The event was an opportunity for different stakeholders to gather information and share their perspectives to help shape ambitious and more inclusive climate action.

• Enhancing NDC Ambition for a Sustainable and Just Future

This event brought together high-level government representatives, policymakers, climate experts, and key stakeholders to explore how enhancing NDCs can drive inclusive and transformative progress. The event highlighted the role of NDCs in the green transition, decarbonization, and transformation of sectors, advancing resilience, and promoting social equity.

NDC Clinic 

Climate Week also hosted the first NDC Clinic of the year – an in-person, capacity-building event that provided practical support to participating countries through the exchange of knowledge and experiences in key areas critical for NDC implementation. These included assessing needs for NDC implementation, including accessing both public and private finance; strengthening investment planning and prioritizing investment needs; aligning NDCs with national policies and priorities; strengthening institutional capacities and inter-ministerial coordination; and enhancing stakeholder engagement, including with financial institutions, private investors, and other key stakeholders.    

The NDC Clinic brought together government officials, UN agencies and partner organizations who shared experiences and harnessed collective capabilities to advance countries’ efforts to implement their new NDCs. Find more information here: NDC Clinic
