Information for participants (A-Z) Climate Week 2025 in Panama City

The first Climate Week of 2025 will take place at the Megapolis Convention Center in Panama City, Panama, from 19 to 23 May 2025.

Logistical information for participants

The meeting venue is partially accessible for visitors with mobility difficulties and accessibility needs. It is equipped with elevators, electric stairs, accessible toilets and catering facilities. Note that there is limited wheelchair access in specific areas in the meeting rooms.

Participants are responsible for making their own accommodation arrangements and are free to book accommodation of their own choice.

Meeting participants are encouraged to book a hotel room at one of the two hotels adjacent to the Megapolis Convention Center, where a discount is available: Megapolis, with single or double occupancy rooms ranging from USD 99 upwards, and Decapolis, with single or double occupancy rooms ranging from USD 85 upwards. Both hotels are directly connected via a private bridge to Megapolis Outlets Panama, providing a safe and convenient environment with access to shopping, dining options, rest areas, a supermarket, and recreational spaces. Automated teller machines (ATMs) are available at the venue and will be operational during the meeting.  

Various food and beverages options are available at the Convention Center, nearby mall and adjacent hotels, such as the Hard Rock Café on the second floor of the mall, and the food court on the fourth floor, the Petit Bistro on the ground floor and the Martini Sushi bar on the first floor of the Decapolis Hotel and Ciao Restaurant on the Mezzanine floor at the Megapolis Hotel.  

For funded delegates that registered before the deadline, Daily Subsistence Allowance (DSA) will be provided on site, based on UN DSA rates for the expected duration of stay in Panama from 19th May to 22nd May 2025. 

Delegates are required to register with George Kagechu from UNFCCC finance office and receive a voucher (refer sample below), which will be issued upon verification. This voucher must then be presented to the cashier in the designated room for DSA collection

Please ensure your passport and boarding pass is available for verification at both the registration and collection points. Delegates are strongly encouraged to collect their DSA on the first day of their scheduled event.  

Climate and weather: 

Panama has a hot and humid, tropical climate, with a long rainy season from May to January and a short dry season from January to May. The rainy season is between May and December and brings an estimated 250-700 millimeters (mm) of rainfall across the country. 

In May, daytime temperatures in Panama City range from 75°F to 85°F (24°C to 29°C). Expect highs around 85°F (29°C) and lows of 75°F (24°C) 

Currency: 

The balboa (B/) and the United States dollar (USD) are the official currencies of Panama. The rate of exchange for the balboa has always been tied to the US dollar—one dollar equals one balboa. 

Credit & debit cards: 

Many businesses accept debit cards, especially in Panama City. Visa and Mastercard are the most widely accepted brands for debit cards. 

Electricity: 

Panama primarily uses a 110V (120V) supply voltage and 60Hz frequency.

The United Nations and the UNFCCC secretariat disclaim all responsibility for medical, accident and travel insurance, for compensation for death or disability, for loss of or damage to personal property and for any other costs or losses that may be incurred during travel or the period of participation in the Climate Week.  

In the interests of the security and safety of all participants and the smooth running of the UNFCCC meetings, the UNFCCC secretariat reserves the right to deny and/or restrict access to the venue, or to request participants to leave the venue. The UNFCCC secretariat shall not be responsible for any expenses incurred by participants who are requested to leave the venue or refused access to the meetings for which they have been nominated and/or registered as participants. 

Further to the communications dated 24 March 2025, the secretariat is pleased to announce the publication of the programme for the first Climate Week 2025: Dialogues for Ambition and Implementation, which will take place in Panama City, Panama from 19 to 23 May. 

The programme is publicly available on the Climate Week webpage, and includes the following mandated events: 

  • 19 – 20 May: Fifth global dialogue and investment-focused event under the Sharm el- Sheikh mitigation ambition and implementation work programme 

  • 20 and 22 May: Global DNA Forum of Article 6 Implementation 

  • 22 – 23 May: Third Dialogue under the UAE Just Transition Work Programme 

  • 23 May: Consultation to present the updated NAP technical guidelines to Parties 

Each mandated event taking place during Climate Week will be organized in accordance with its respective mandate under the Conference of Parties serving as the meeting of Parties to the Paris Agreement and Subsidiary Bodies.

Implementation Forum Day 

The programme also provides information on the Implementation Forum Day, which will take place on Wednesday, 21 May, with a series of events and will conclude with a plenary session on Thursday, 22 May. 

The Implementation Forum Day will feature, among other activities, COP 30 Incoming Presidency special events and the Implementation Labs. These labs are designed to facilitate multistakeholder engagement aimed at identifying actionable solutions across three key areas: finance, technology, and carbon markets. NDC Clinic

On Thursday, 22 and Friday, 23 May, the NDCs Clinic will take place, a capacity building session with focus on NDCs implementation. Registrations are open for public registration here until Thursday, 8 May 2025.  

Please note that participation in NDC Clinic and Implementation Forum events is subject to space availability and will not be funded. If you are receiving funding from the UNFCCC secretariat for other mandated events during Climate Week, kindly verify the specific dates covered by your funding, as it might not include the events at the Implementation Forum and the NDC Clinic.

The best way to travel from the airport to the convention center and adjacent hotels is by taxi. The journey will take between 20 minutes to 1 hour, depending on traffic, and the cost will vary accordingly. 

The meeting facilities are located on the ninth floor of a multi-purpose building. This building has four separate access points: 1. From hotel Megapolis, 2. from hotel Decapolis, 3. from the car park, 4. from the Megapolis Outlet-Mall.

Attention: Important update on visa for entry into Panama

Given the very limited time remaining before Climate Week, for participants who require visa for entry into the Republic of Panama and have not yet initiated the application process, please complete your application as soon as possible using this link.

Please be informed that this regardless of whether a Panamanian embassy or consulate is present in your country, you are eligible to apply directly through the link above to avoid delays.

Once approved, your visa will be sent via email, and airline carriers will be notified to ensure there are no issues during boarding.

 

The Government of Panama has shared the below detailed visa requirements for entry into the Republic of Panama for participants attending Climate Week.

Accredited delegates traveling to Panama for the Global Climate Week 2025 must ensure that their passport is valid for at least six (6) months at the time of entry into the country. Please note that Panama does not operate an online visa application system. All visa applications must be submitted in person at a Panamanian Embassy or Consulate.  

Before initiating any visa procedures, all participants must first verify whether they require a visa to enter the Republic of Panama. Please visit the following official link to confirm your visa status: Panama visa classification  

Visa exemptions  

Delegates holding diplomatic, official, service, consular or special passports from countries with which Panama has signed visa exemption agreements do not require a visa to enter Panamanian territory.  

In addition, Panama grants visa exemptions to nationals of certain countries if they hold a valid visa or residency issued by any of the following jurisdictions:  

  1. Australia  
  2. Canada  
  3. Any member State of the European Union  
  4. Japan  
  5. Republic of Korea  
  6. Singapore  
  7. United Kingdom of Great Britain and Northern Ireland  
  8. United States of America  

To qualify for this exemption, the visa or residence permit must:  

  1. Be multiple entry;  
  2. Have been used at least once to enter the issuing country; and  
  3. Remain valid for at least six (6) months at the time of entry into Panama.  

Delegates benefiting from this exemption may enter Panama as tourists without the need for a Panamanian visa. However, they must still comply with general entry conditions, including presenting their onward/return travel itinerary and proof of purpose of visit (i.e. UNFCCC registration acknowledgment letter).  

Visa application process  

Delegates who do not qualify for the above exemptions must apply for a tourist visa at the nearest Panamanian Embassy or Consulate in their country of residence. It is strongly recommended to initiate this process as early as possible.  

The following documents are required:   

  1. Completed visa application form: Requesting visa as a tourist  
  2. Original and complete copy of the passport or travel document, with a minimum validity of three (3) months.  
  3. Confirmed flight reservation, showing an onward travel itinerary or an electronic ticket.  
  4. Copy of the national identification document or residency card from the country of current domicile.  
  5. Three (3) passport-sized photographs.  
  6. Copy of the UNFCCC registration acknowledgment letter, supporting the visa application.  

Additionally, all participants that need visa must complete the following form: Panama visa registration.

Additional instructions for countries without Panamanian consular representation:  

For participants residing in countries where Panama does not have an Embassy or Consulate, the visa application must be processed directly through the National Migration Service with the support of the Ministry of Environment.  

In such cases, applicants are kindly asked to:  

  1. Send scanned copies of the required documents (listed above), apostilled, to the following email address: lmedina@miambiente.gob.pa.
