Established at COP 19, the Executive Committee guides the implementation of the functions of the Warsaw International Mechanism for Loss and Damage and implements its work through a five-year rolling work plan.

The five strategic workstreams and thematic expert groups

The Executive Committee implements the activities of its workplan through five strategic workstreams which also form the basis of the thematic work carried out by its five thematic expert groups and through collaboration with various stakeholders.

  • The work of the Expert Group on Slow Onset Events supports strategic workstream (a) of the five-year rolling workplan of the Warsaw International Mechanism Executive Committee (WIM ExCom), which aims to enhance cooperation and facilitation in relation to slow onset events. The Expert Group currently focuses its technical work on desertification, glacial retreat and sea level rise. Four members of the WIM ExCom facilitate the work of the group.

  • The work of the Expert Group on Non-Economic Losses supports strategic workstream (b) of the five-year rolling workplan of the Warsaw International Mechanism Executive Committee (WIM ExCom), which aims to enhance cooperation and facilitation in relation to non-economic losses.

  • Strategic workstream (c) of the current five-year workplan of the Warsaw International Mechanism (WIM) Executive Committee (ExCom) is to enhance cooperation and facilitation in relation to comprehensive risk management (CRM) approaches (including assessment, reduction, transfer and retention), to address and build long term resilience of countries, vulnerable populations and communities to loss and damage from the impacts of climate change.

  • The Task Force on Displacement (TFD) was established in 2015 at COP 21, to develop recommendations for integrated approaches to avert, minimize and address displacement related to the adverse impacts of climate change (Decision 1/CP.21) with its mandate later extended at the recommendation by the Executive Committee of the Warsaw International Mechanism for Loss and Damage (WIM ExCom) in 2018. The current work of the TFD focuses more broadly to support strategic workstream (d) of the current five-year rolling workplan of the ExCom, which aims to enhance cooperation and facilitation in relation to human mobility, including migration, displacement and planned relocation.

  • The work of the Action and Support Expert Group (ASEG) supports strategic workstream (e) of the five year workplan of the Warsaw International Mechanism (WIM) Executive Committee (ExCom), which focuses on action and support including finance, technology and capacity-building to address loss and damage associated with the adverse effects of climate change. The terms of reference of ASEG were adopted at ExCom 12 in 2020, with the first meeting of the expert group taking place in 2021. ASEG currently comprises 19 members, including 4 ExCom members serving as facilitators of the expert group.
