Technical guide on sea level rise

Abstract

This technical guide serves as a resource to enhance the understanding of the multifaceted challenges posed by sea level rise on communities and the environment. It aims to aid policymakers, practitioners, and stakeholders in managing the impacts and anticipating the risk of sea level rise. 

The guide starts by offering an introduction to the science of sea level rise, before providing a detailed framework for understanding its drivers and impacts, including risk assessment methodologies at the global level. The following section features a range of approaches for responding to loss and damage associated with sea level rise, categorized into protective measures, accommodative strategies, and managed retreat solutions. It describes each of these categories and presents a range of solutions, such as coastal armoring, social protection instruments, and strategic relocation. Supported by case studies from unique regional contexts such as Tuvalu, Senegal and Puerto Rico, the guide emphasizes on scientific knowledge, Indigenous practices, and innovative technologies to respond to the risks of sea level rise. Additionally, it highlights the importance of resource mobilization, citing examples of funding mechanisms such as the Climate Bridge Fund in Bangladesh, as well as policy tools and monitoring, evaluation, and learning (MEL) systems to ensure effective implementation and sustainability of approaches.
