Abstract

This report provides comprehensive information on the technical work undertaken by the Task Force on Displacement (TFD) under its first Plan of Action. It also includes information on organizational and procedural matters such as the mandate, membership, workplan and meetings. The report further contains recommendations for integrated approaches to avert, minimize and address displacement related to the adverse effects of climate change, based on the implementation of the Plan of Action. 

The information on the technical work is summarized according to the following activities. Each summary includes the context of the activity, the methodology utilized, and key findings, gaps and opportunities or recommendations arising from the activity.

  • Mapping Human Mobility and Climate Change in Relevant National Policies and Institutional Frameworks
  • Synthesizing the State of Knowledge to Better Understand Displacement related to Slow Onset Events
  • Mapping Workplans of Bodies/Work Programmes under the UNFCCC on Displacement
  • Mapping Human Mobility (Migration, Displacement and Planned Relocation) and Climate Change in International Processes, Policies and Legal Frameworks
  • United Nations System’s Mandates with respect to Averting, Minimizing and Addressing Displacement related to Climate Change: Considerations for the Future
  • Mapping of Existing International/Regional Guidance/Tools on Averting, Minimizing and Addressing Displacement and Durable Solutions
  • Systematic Data Collection and Monitoring of Displacement and its Impacts at Local, National, Regional and International Level

These technical outputs served as a solid foundation for the TFD to develop a set of recommendations for integrated approaches to avert, minimize and address displacement related to the adverse impacts of climate change, as requested by the Conference of the Parties (COP) at its 21st session. The WIM ExCom presented the recommendations as part of its 2018 annual report, which were subsequently included in the WIM decision adopted at COP 24.
