Context
In accordance with the modalities, procedures and guidelines for the enhanced transparency framework, each interested Party may provide, as appropriate, information related to enhancing understanding, action and support, on a cooperative and facilitative basis, to avert, minimize and address loss and damage associated with climate change impacts.
As part of the outcome of the first global stocktake,1 the CMA requested the Executive Committee of the Warsaw International Mechanism for Loss and Damage to prepare, building on the work of its expert groups, technical expert group and task force, voluntary guidelines for enhancing the collection and management of data and information to inform the preparation of biennial transparency reports (BTRs).
At its 21st meeting (September 2024), the Executive Committee agreed on an outline for the voluntary guidelines and a process of participatory consultation and review, with a view to finalizing the guidelines in advance of COP 30.
Objectives of the event
The event aims to provide an update on the development of the BTR voluntary guidelines for loss and damage and to collect feedback on the outline and inputs from participants involved in developing BTRs on the content for the guidelines. The event will also seek to learn about challenges and gaps encountered by those that have reported on loss and damage in their first BTR. The event is open to all registered participants of SB62.

2. Lessons learned from the preparation of the first BTRs
A panel discussion followed by a general discussion with all participants
Representatives from countries that reported on loss and damage in the first BTRs will share insights from their experiences, including on data and information availability.
Panelists will also be invited to reflect on the outline presented by the Executive Committee, and share their views on the content that would be most useful for countries in the guidelines.
