Background and mandate

 

Decision 7/CP. 29 extended the enhanced Lima work programme on gender (LWPG) for a period of ten years. It requested the Subsidiary Body for Implementation (SBI) to initiate the development of a new gender action plan (GAP) at its sixty-second session (SBI 62), with a view to recommending a draft decision for consideration and adoption by COP 30 (November 2025).

The COP requested the Chair of the SBI, with the support of the secretariat, to organize a technical workshop to facilitate the design of GAP activities, with a view to informing the development of the new GAP. As per the decision, the workshop will take into account, inter alia:

  • the progress, challenges, gaps and priorities identified by Parties and observers during the review of the enhanced Lima work programme on gender and its gender action plan in 2024.
  • the information presented in the synthesis report on progress, challenges, gaps and priorities in implementing the gender action plan, and future work to be undertaken on gender and climate change (FCCC/SBI/2024/11).

 

The COP further invited Parties and observers to submit via the submission portal[1] views on the format and scope of the in-session technical workshop referred to above.[2]

Objective

In this three-day workshop, participants engaged in highly interactive and participatory discussions to facilitate the design of gender action plan activities, with a view to informing the development of the new GAP.

Methodology

  • The secretariat has prepared supporting documents, based on the synthesis report mentioned above and considering the submissions received in response to the call for submissions made by COP 29 (Decision 7/CP.29, para. 15). These documents will support Parties and observers during discussions.
  • Presentations made by the secretariat will be based on the synthesis report and the supporting documents mentioned above.

Preparing for the workshop

  • In preparation for the workshop, participants are invited to consider the background documents produced for this workshop.
  • All participants are invited to consider the abovementioned synthesis report, along with the analysis summary document synthesizing implementation efforts reported in those submissions.
  • All participants are invited to familiarize themselves with the submissions received, which are available on the UNFCCC Submission portal (use the search term “gender” and look into the submissions under “Session Name: SB 62”).
  • All participants are invited to actively engage in the group work (in-person and virtual).

Expected Outcome

  • Participants have jointly reflected on facilitating the design of gender action plan activities, with a view to informing the development of the new GAP.
  • In specific, having considered (i) the progress, challenges, gaps and priorities identified by Parties and observers during the review of the enhanced Lima work programme on gender and its gender action plan in 2024; (ii) the information presented in the related synthesis report; (iii) views presented in submissions received in 2025, participants have:
    • Considered existing GAP activities and discussed whether adjustments are needed.
    • Workshopped activity design, considering e.g., activity description, responsibilities, timelines, deliverables/outputs, level of implementation, sequencing, possible linkages and complementarities.

Expected Output

  • The recordings of plenary sessions, as well as notes and documentation of the material used in group discussions, will be captured, and published on this webpage.

How can I participate in the workshop?

 

Registration and Expression of interest

Due to room capacity constraints, in-person participation in this workshop will only be possible upon registration. 

 

➡️ Nominated Party and constituency observers

Under the guidance of the SBI Chair, and to ensure inclusiveness, a letter has been sent to Parties and Observer constituencies, asking for nominations for in-person participation.

  • Nominated in-person participation will need registration both to the SB 62 conference and the in-session technical workshop (using the link provided by the secretariat via email to nominated participants).

All stakeholders can express their interest in participating in the workshop, in-person or virtually. Following the guidance of the SBI Chair, the secretariat will revise expressions of interest, considering availability of space, based generally on a first come, first served basis but also considering regional, observer, and gender balance, as well as role played in implementing the enhanced Lima work programme on gender and its gender action plan.

  • Expressions of interest should be sent by 6 June, at 23:59 CEST

  • Those who express their interest in in-person participation will be notified of the modality of their participation.

✍️ In-person participation

  • In-person participants need to be registered both to the SB 62 conference and the in-session technical workshop.

  • Participants need to register to the SB 62 Conference and collect their badges upon arrival in Bonn. Information on registration for SB 62 is available here.

  • Day 1 (16 June): Participants are requested to arrive early to the registration desk of the workshop, to collect their overlay badge (workshop badge).

  • Day 3 (19 June): Participants are requested to arrive early to GIZ, to register and collect their GIZ badge that is required to enter the meeting room. Participants should bring an ID with photo.

💻 Virtual Participation

  • Virtual participation is an integral aspect of the workshop and is open to all, upon registration to the SB 62 and to the workshop (please see instructions above). Virtual participants will engage in online group work and report back in plenary.

  • Those not registered for SB 62 will be able to follow plenary sessions via public broadcast. The links are available in the agenda below.
