Research and Systematic Observation

What is RSO?

Research and Systematic Observation (RSO) is the UNFCCC workstream that helps connect climate science, observations and data with climate policy. Under Articles 4.1(g) and 5 of the Convention, Parties cooperate to advance research and systematic observation, develop and maintain data archives, exchange information, and support relevant programmes, networks and organizations. This work also aims to address the needs and concerns of developing countries and strengthen their scientific and technical capacities. Parties report on their research and systematic observation activities to the UNFCCC secretariat through their National Communications.

Under which body does RSO operate?

Negotiations on research and systematic observation are held under the Subsidiary Body for Scientific and Technical Advice (SBSTA) – one of the five bodies of the UNFCCC Secretariat (3 governing – COP, CMA, CMP, and 2 subsidiary – SBSTA, SBI). with research usually considered at the first sessional period of the year and systematic observation at the second sessional period. Who supports research and systematic observation?

Two organizations play a particularly central role in supporting research and systematic observation under the Convention. The Intergovernmental Panel on Climate Change (IPCC), established by WMO and UNEP in 1988, assesses the published scientific literature on climate change and delivers periodic assessment reports (AR) that determine the state of knowledge on climate change and identify where further research is needed, providing a key scientific input to UNFCCC negotiations.

The World Meteorological Organization (WMO) supports systematic observation through a wide range of scientific and technical inputs, including annual greenhouse gas bulletins and State of the Global Climate reports, and coordinates work on climate services and observing systems together with UN partners.

When do the negotiations happen?

RSO organizes two sessions annually:

  • Research Dialogue (RD) – on climate research; happens every June during the Bonn Climate Change Conference (the latter is also known as the SB session).
  • Earth Information Day – on systematic observation; happens every November during the COP.

Research-Dialogue

The SBSTA Research Dialogue provides a forum for Parties, research programmes and organizations to exchange information on climate research. It serves a two-way purpose: it (1) enables the scientific community to share ongoing and planned research, emerging findings and lessons learned, and (2) allows Parties to communicate their research needs, priorities and capacity-building needs – particularly those of developing countries.

The Dialogue originated from decision 9/CP.11 (FCCC/CP/2005/5/Add.1), was further developed at SBSTA 26 (FCCC/SBSTA/2007/4, paragraph 47) and through decision 16/CP.17 (FCCC/CP/2011/9/Add.2, page 47, paragraph 3), and is generally held every June during the UN Climate Change Conference in Bonn.

Earth-Information-Day

The SBSTA Earth Information Day was established when SBSTA 50 invited the secretariat to organize the event at SBSTA sessions where systematic observation is considered, starting at SBSTA 51 in December 2019 (FCCC/SBSTA/2019/2 paragraph 58), as a venue for exchanging information on the state of the global climate system and developments in systematic observation. It is held annually during the Conference of the Parties (COP).

Most recent session: The 18th Meeting of the Research Dialogue

The 18th Research Dialogue was held on 9th June 2026, 9:00-13:00hrs. More details are available on the event webpage.

Mapping of research gaps. In June 2025, the SBSTA mandated its Chair to produce an information note on how research gaps identified by the SBSTA since SBSTA 22 (June 2006) are being addressed by research and scientific organizations. By 30th April, 34 organizations shared information and provided their input, via the RSO email. A compilation of the input is available here. The information note was presented at the 18th Research Dialogue, has been published and can be accessed here.
