Follow-up to the first global stocktake

What happens next? Translating the global stocktake outcomes into action.

The first GST outcome, the UAE Consensus,  included follow-up mechanisms, events and recommendations to countries and stakeholders in advancing climate action. The guidance indicated how outcomes from the first global stocktake can inform climate policies and plans. Parties will update and communicate their NDCs in 2025 with an end date of 2035, informed by the first global stocktake.

The global stocktake decision also outlines follow-up events and engagements to continue to inspiring ambition and action, some of which commenced at the June Climate Change Conference in Bonn and the Baku Climate Change Conference.

The annual GST dialogue

The dialogue facilitates the sharing of knowledge and good practices on how the outcomes of the global stocktake are informing the preparation of Parties' next NDCs in accordance with the relevant provisions of the Paris Agreement.

The expert dialogue on mountains and climate change

Aimed to provide a space for scientists, policy makers and frontline communities to share knowledge, experiences and insights on strengthening the resilience of mountain ecosystems.

The expert dialogue climate change and children 

The dialogue focused on the disproportionate impacts of climate change and children and relevant policy solutions. Relevant UN entities, international organizations and non-governmental organizations were engaged accordingly.

The United Arab Emirates (UAE) dialogue on implementing GST outcomes

Roadmap to Mission 1.5

The initiative aims to enhance international cooperation and the international enabling environment to stimulate ambition in the next round of NDCs with the view to enhancing action and implementation over this critical decade and keeping 1.5oC within reach. The initiative is led by the Troika of Presidencies.

High-level ministerial dialogue on the urgent need to scale up adaptation finance

The dialogue focused on the urgent need to scale up adaptation finance, taking into account the adaptation-related outcomes of the GST, and to ensure the mobilization by developed countries Parties of the adaptation support pledged.

NDC 3.0 Navigator

Updating and submitting new NDCs

Countries will submit NDCs by 2025, also known as NDCs 3.0, informed by the outcomes of the first global stocktake. Next NDCs need to be more ambitious,  covering various sectors and all greenhouse gases and aim to put the world on track with the Paris Agreement’s 1.5 C goal.

Submission of biennial transparency reports (BTRs) 

Countries are preparing and will submit their first BTRs by December 2024

Technology implementation programme (TIP)

The TIP was established to strengthen support for the implementation of technology priorities identified by developing countries, and to address the challenges identified in the first periodic assessment.

Discussions on establishing the programme are ongoing.

 

Paris Committee on Capacity-building (PCCB)

The PCCB was requested to identify activities for enhancing the capacity of developing countries to prepare and implement NDCs. They were also encouraged to consider new activities related to adaptation, Article 6 of the Paris Agreement and enhanced transparency framework.

Warsaw International Mechanism for Loss and Damage

The WIM was requested to prepare voluntary guidelines for enhancing the collection and management of data and information to inform the preparation of BTRs.

A synthesis report will be prepared on the information on loss and damage provided by Parties in their BTRs, and other relevant national reports.

High-Level Champions, the Marrakech partnership for global climate action and non-Party stakeholders

Were requested to consider the outcomes of the first global stocktake in their work.

Katowice committee on impacts of the implementation of response measures (KCI)

The committee was requested to implement existing recommendations and enhance cooperation among Parties and stakeholders, by enabling exchange of information, experience and best practices.

All other work programmes and constituted bodies

These were encouraged to integrate relevant outcomes of the global stocktake in planning their future work.

Operating entities of financial mechanisms, regional collaboration centres (RCC) and other organizations were encouraged to provide capacity-building support for the preparation and communication of the next NDCs.

When is the next global stocktake?

The global stocktake outcome decided that the next global stocktake will commence at COP 31 (or CMA 8) and conclude at COP 33 (or CMA 10)
