Background

The Presidency will convene the High-Level Ministerial Dialogue on the urgent need to scale up adaptation finance, taking into account the adaptation-related outcomes of the global stocktake, and to ensure the mobilization by developed country Parties of the adaptation support pledged.

This dialogue is in accordance with decision 1/CMA.5, paragraph 99. The HLMD will also be informed by the report submitted in response to paragraph 100 of decision 1/CMA 5 entitled Doubling adaptation finance: efforts to respond to the call of the Glasgow Climate Pact.

The dialogue will be webcasted.

The Dialogue will be co-moderated by H.E. Jiwoh Emmanuel Abdulai, Minister of Environment and Climate Change of Sierra Leone and H.E. Ed Miliband, Secretary of State for Energy Security and Net Zero of the United Kingdom

Guiding questions:

  • What actions are needed to close the widening adaptation finance gap and what can be done to provide the necessary predictability and clarity in the provision of adaptation finance?
  • What is needed to ensure national adaptation plans can be financed and how can finance be scaled up to accelerate the adaptation action, including through NAP implementation?
  • How can access to adaptation finance be simplified and fast-tracked?
  • How to ensure adaptation finance be delivered to developing countries, especially those that are particularly vulnerable?
