Title: Impacts of the implementation of response measures on intergenerational equity, gender, local communities, Indigenous Peoples, youth and people in other vulnerable situations

Abstract

Assessing and analysing the impacts of the implementation of response measures is one of the four work areas of the forum on the impact of the implementation of response measures and its KCI. Towards this end, this technical paper contributes to activity 9 of the KCI’s  six-year workplan. The paper identifies and assesses the impacts of the implementation of response measures taking into account intergenerational equity, gender considerations and the needs of local communities, Indigenous Peoples, youth and people in other vulnerable situations.

Through its comprehensive study of the impacts, the paper also achieves the following two objectives

(i) The paper fills the current gap where there are  limited studies that quantify and assess the economic and social impacts of response measures on people in vulnerable situations. Notably,  the literature examined in this technical paper reveals that where this research exists it mainly focuses on the policymaking process and participation, and is largely adaptation-centric which  emphasizes vulnerabilities and capacity to adapt.

(ii) The paper considers a select set of mitigation policies consistent with pathways to holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and with pathways to limiting the temperature increase to 1.5 °C above pre-industrial levels.

Abstract

This paper advocates that reaching net zero emissions by 2050 demands deep decarbonization worldwide, meaning that all economies – big and small – will need to contribute towards this goal using available technologies. In doing so, countries will need to consider how their national natural resources can contribute to the change required. The opportunity for all countries in all regions to contribute to the global mitigation goal, leaving no one behind, can be made possible by taking advantage of the versatility of hydrogen, CCUS and AI, and by deploying these technologies in novel ways. The tremendous potential that hydrogen and CCUS provide can be further enhanced by using AI on a massive scale.

Title: Implementation of just transition and economic diversification strategies: a compilation of best practices from different countries

Abstract 

The Katowice Committee of Experts on the Impacts of the Implementation of Response Measures finds that economic diversification and transformation and the just transition of the workforce and the creation of decent work and quality jobs are two of the main strategies to mitigate the potential socioeconomic impacts of response measures, while enhancing access to the opportunities that emerge from the low carbon transition. These strategies become even more pertinent as Parties work to meet the Paris Agreement temperature goal of holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5 °C above pre-industrial levels.

This publication provides a compilation of country-driven strategies and best practices on economic diversification and transformation and just transition of the workforce and creation of decent work and quality jobs. It informs on not only the challenges but also opportunities arising from the implementation of low greenhouse gas emission policies towards the achievement of sustainable development and net zero economies.

Title: Enhancing the capacity and understanding of Parties, through collaboration and input from stakeholders, on the assessment and analysis of the impacts of the implementation of response measures to facilitate the undertaking of economic diversification and transformation and just transition

Abstract:

Parties have identified economic diversification and transformation, and just transition of the workforce and the creation of decent work and quality jobs, as the two main strategies to mitigate the potential impacts of response measures, while enhancing access to the opportunities that emerge from the low carbon transition. There is also a shared view that the assessment and analysis of the economic and social impacts of the implementation of mitigation measures is crucial to facilitate the undertaking of economic diversification and transformation, and just transition.

The technical paper was prepared to respond to this need and:

• Provides information about the ways of assessing and analyzing the impacts of the implementation of response measures
• Identifies possible means to enhance the capacity and understanding of Parties in the assessment and analysis of these impacts
• Draws on the work of identified organizations, and highlights the scope for further collaboration with those stakeholders

Notably, the paper posits that the assessment and  analysis of the impacts of implementation of response measures can be performed using qualitative and quantitative methods and that these methodological approaches complement each other. It also presents detailed steps for the assessment and analyses of these impacts for the purpose of facilitating the undertaking of economic diversification and transformation and just transition.

Abstract

It is widely acknowledged that policy implementation carries the potential for both synergies and trade-offs between different dimensions of development, that is, positive and negative impacts. It is important that policy makers have access to information about the full range of possible impacts to make policy decisions based on a comprehensive understanding of the likely impacts, in order to maximize the positive and minimize the adverse impacts. An understanding of the type of impacts is an important component in the process of identifying and selecting appropriate tools and methods for impact assessment.

This technical paper and accompanying database provide detailed information on some of the quantitative and qualitative tools and methodologies available to be developed, enhanced, customized, and used for modelling and assessing the impacts of implementation of response measures. In doing so, the paper seeks to lower the informational barrier faced by potentials users of such tools and methods. The database is compiled through stakeholder interactions with the authors and developers of the tools and methodologies.
