Sharm el-Sheikh dialogue

Background

By decision 1/CMA.4 para 68, Parties decided to launch the Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement and requested the secretariat, under the guidance of the Presidency of the twenty-seventh session of the Conference of the Parties, to organize two workshops in 2023 in this regard and to prepare a report to the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement on the deliberations at these workshops.
 

CMA 5, by decision 9/CMA.5 decided to continue and strengthen the Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement referred to in decision 1/CMA.4, paragraph 68, including with regard to the operationalization and implementation of Article 2, paragraph 1(c), in 2024 and 2025. Two co-chairs, one from a developed country and one from a developing country will be appointed.

The modalities of the strengthened dialogue in 2024 and 2025 include:

  • At least two workshops per year will be organized by the secretariat, under the guidance of the co-chairs;
  • Reports on each of the workshops and an annual report on the dialogue will be prepared by the secretariat under the guidance of the co-chairs in 2024 and 2025 respectively;
     

CMA 6, by decision 14/CMA.6 welcomed with appreciation the the efforts of the co-chairs of the Sharm el-Sheikh dialogue in 2024, and noted with appreciation the annual report by the co-chairs on the Sharm el-Sheikh dialogue. It further encouraged the co-chairs to continue enhancing their efforts to organize and conduct the workshops in 2025 in an inclusive, open and transparent manner, including with regard to ensuring participatory representativeness, facilitating the engagement of Parties and non-Party stakeholders and aiming to have content relevant to all Parties. A renewed call for submissions was issued:

  • Submissions by  Parties, the constituted bodies, the operating entities of the Financial Mechanism, climate finance institutions, observers and observer organizations, and other stakeholders, particularly from the private sector via the submission portal by 1 March 2025 to express views on the issues to be addressed during the workshops.

Continuation of Co-Chairs of the Sharm el-Sheikh dialogue for 2024-2025

The COP29 President has reaffirmed the nomination as co-chairs of Sharm el-Sheikh dialogue for 2024 and 2025, of Ms. Gabriela Blatter and Mr. Ambassador Mohamed Ibrahim Nasr Salem, in accordance with the open letter by the President of COP 28, CMP 18 and CMA 5, dated 21 February 2024. CMA 6 decision on the Sharm el-Sheikh dialogue, including 2025 call for submission

In Baku, CMA 6 deliberated under agenda item 11(h) on the Sharm el-Sheikh dialogue on the scope of Article 2, paragraph 1(c) of the Paris Agreement, and its complementarity with Article 9 of the Paris Agreement, and successfully adopted a decision on the matter. It includes an invitation to Parties and Non-Party stakeholders to submit via the submission portal by 1 March 2025 views on the issues to be addressed during the workshops in 2025.

2024-2025 Co-chairs of the Sharm el-Sheikh Dialogue

His Excellency Dr. Sultan Ahmed Al Jaber, President of COP 28, CMP 18 and CMA 5, has appointed Gabriela Blatter and Mohamed Nasr as co-chairs of the Sharm el-Sheikh Dialogue on the scope of Article 2, paragraph 1(c), and its complementarity with Article 9, of the Paris Agreement for 2024 and 2025. Continuation of Co-Chairs of the Sharm el-Sheikh dialogue for 2024-2025

His Excellency Sameh Shoukry, President of COP 27, CMP 17 and CMA 4, has appointed Tosi Mpanu-Mpanu (Democratic Republic of Congo) as facilitator of the Sharm el-Sheikh Dialogue in 2023.

2024 Workshops under the Sharm el-Sheikh Dialogue on the scope of Article 2, paragraph 1(c), and its complementarity with Article 9 of the Paris Agreement

CMA 5 decided to continue and strengthen the Sharm el-Sheikh dialogue in 2024 and 2025. At CMA 4, Parties decided to launch the Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement. Parties further requested the secretariat, under the guidance of the Presidency of the twenty-seventh session of the Conference of the Parties, to organize two workshops in 2023 and to prepare a report to CMA 5 on the deliberations at these workshops (Decision 1/CMA.4, paragraph 68).
