Co-chairs of the Sharm el-Sheikh Dialogue (2024-2025)

His Excellency Dr. Sultan Ahmed Al Jaber, President of COP 28, CMP 18 and CMA 5, has appointed Gabriela Blatter and Mohamed Nasr as co-chairs of the Sharm el-Sheikh Dialogue on the scope of Article 2, paragraph 1(c), and its complementarity with Article 9, of the Paris Agreement for 2024 and 2025. Gabriela Blatter is the Principal Policy Advisor for Climate Finance and Head of the International Environment Finance Unit at the Federal Office for Environment in Switzerland.

Since 2013 she has been the Swiss lead negotiator and EIG coordinator for climate finance and since 2019 she is a member of the Standing Committee on Finance.

Being a chemist by training, Gabriela appreciates a scientific approach to climate finance and works on financial incentive structures domestically and internationally to drive the transition to a low-emission and climate resilient development future.

Career diplomat and climate negotiator with an engineering background, served in different overseas and main office postings which involved communications between Egyptian and local or international /multilateral officials, it also included participation in national policies and the multilateral strategic planning of a myriad of issues.

Currently, he is the Ambassador of Egypt to Austria and Permanent Representative to the UN and International Organizations in Vienna. Previously he was the lead negotiator for climate change presidency team for COP27, and Director of climate, environment and sustainable development department in the Egyptian Ministry of foreign Affairs, member of the senior management unit for organizing and managing COP27. Prior to his current role, served as Ambassador to Somalia from 2019-2021, and Counsellor at the Mission of Egypt in Geneva responsible for the development portfolio, additionally served in Egyptian missions and embassies in Australia and Togo.

Part of the Egyptian delegation to climate negotiations since 2008, member of the Lead Coordinators group for Africa since 2012, Chair of the African Group of Negotiators AGN 2018-2019, and coordinating the AGN Finance negotiating team under the UNFCCC process since 2010. Adviser to Green Climate Fund African board members, member of the Standing Committee of finance SCF, and member of the Transitional Committee operationalizing the Loss and Damage Fund.

Member of the Official Egyptian delegation to the meetings of the African Ministers Responsible for the Environment AMCEN, and the African Heads of States responsible for climate change CAHOSCC. Involved in the processes of establishing the African renewable energy initiative AREI and the Africa Adaptation initiative AAI. Additionally, he served as Member of the Compliance Committee under the Kyoto Protocol 2010-2014, and UNFCCC bureau member 2018-2019.

Also served as member of Egyptian official delegations to WMO, UNDRR, WTO, BRS Conventions, UNEA, INC for Plastics and UNCTAD among others, member of the core G77 team negotiating the Sendai Framework under UNDRR, WMO Global Framework on Climate Services GFCS and UNCTAD strategic document UNCTAD16, among others.


Member of several national councils and committees, related to environment, trade and climate.
