Background
The Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement was launched in 2023, in accordance with Decision 1/CMA.4, paragraph 68. At CMA 5, Parties decided to continue and strengthen the Sharm el-Sheikh dialogue referred to in decision 1/CMA.4, paragraph 68, including with regard to the operationalization and implementation of Article 2, paragraph (c), in 2024 and 2025. Ms. Gabriela Blatter (Switzerland) and Ambassador Mohamed Nasr (Egypt) were appointed as the co-chairs of the dialogue and the modalities of the strengthened dialogue in 2024 and 2025, include among others, the organization of at least two workshops by the secretariat, under the guidance of the co-chairs, and the development of reports on each of the workshops, and an annual report on the dialogue in 2024 and 2025 respectively for consideration at CMA, to be prepared by the secretariat under the guidance of the co-chairs.
CMA 6 welcomed with appreciation the efforts of the co-chairs of the Sharm el-Sheikh dialogue in 2024, and noted with appreciation the annual report by the co-chairs on the Sharm el-Sheikh dialogue. It further encouraged the co-chairs to continue enhancing their efforts to organize and conduct the workshops in 2025 in an inclusive, open and transparent manner, including with regard to ensuring participatory representativeness, facilitating the engagement of Parties and non-Party stakeholders and aiming to have content relevant to all Parties. In addition, a renewed call for submissions was issued.
Based on the views expressed by Parties and non-Party stakeholders over the course of 2023-2025, and in particular through the recent call for submissions, the co-chairs have identified overarching themes and topics of discussion during the two workshops under the dialogue in 2025, as communicated in a co-chairs’ message dated 30 April 2025.
Theme and approach
The overarching theme of the second workshop in 2025 will be “Article 2, paragraph 1(c) of the Paris Agreement and its complementarity with Article 9, after ten years of the Paris Agreement and three years of the Sharm el-Sheikh Dialogue”, covering the following:
- Stocktake of actions at the domestic and global level to implement Article 2, paragraph 1(c) of the Paris Agreement and its complementarity with Article 9;
- Reflections on the Sharm el-Sheikh Dialogue 2023-2025 and looking forward to CMA 7.
Format and participation
The workshop will take place on 6 and 7 September 2025 in the Food and Agriculture Organization (FAO) premises in Rome, Italy and is open to invited Party and non-Party stakeholders for on-site participation. Further information regarding the registration process has been communicated to Parties and Observer States, UN organizations and admitted intergovernmental organizations, as well as to other non-Party stakeholders in respective notifications. To ensure inclusive and broader participation, the dialogue will be held in a hybrid format, enabling virtual participation. As mandated, the dialogue will have webcast.
Engagement and interaction with a broad range of stakeholders in the dialogue workshops continues to be a central aspect to the organization of work in 2025, in accordance with the dialogue mandate. The co-chairs, with the support of the secretariat, are committed to ensure inclusiveness through participation and enhanced engagement in the dialogue workshops and to have content relevant to all Parties.
