Mukhtar Babayev was elected as President of COP 29.

The COP agreed to continue to apply the draft rules of procedure contained in document FCCC/CP/1996/2, with the exception of draft rule 42.

This matter will be included on the provisional agenda of the next session in accordance with rule 16 of the draft rules of procedures being applied.

The status of nominations can be found on the Election and Membership webpage of UNFCCC.  

Groups and constituencies are encouraged to transmit their outstanding nominations to the secretariat by 28 February 2025.

The COP agreed to the admission of observer organizations listed in document FCCC/CP/2024/2.

National adaptation plans: Draft conclusions as follows:

The Conference of the Parties requested the Subsidiary Body for Implementation to continue consideration of this matter at its sixty-second session (June 2025) on the basis of the draft text available on the UNFCCC website with a view to recommending a draft decision for consideration and adoption by the Conference of the Parties at its thirtieth session (November 2025).

Under this agenda item, the COP also adopted 3 decisions entitled: 

• Terms of reference for the fifth comprehensive review of the implementation of the framework for capacity-building in developing countries under the Convention;
• Second review of the Paris Committee on Capacity-building;
• Administrative, financial and institutional matters.

The COP recalled the conclusions by the SBI61 (item 3(a);  item 3(b) and item 3(c)) on this matter.

The COP welcomed the 2023 and 2024 reports.
