Background

In November 2022, the Government of the Arab Republic of Egypt will host the 27th Conference of the Parties of the UNFCCC (COP 27), with a view to building on previous successes and paving the way for future ambition to effectively tackle the global challenge of climate change.

The meeting comprises the twenty-seventh session of the Conference of the Parties (COP 27), the seventeenth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 17), and the fourth session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 4).

The COP 27 venue will be accessible for those with reduced mobility needs. 

There are three accessibility help desks in the venue:

  1. in Area A next to the Registration counters;
  2. in Area B in the Information and Services Hub;
  3. in Area D opposite Plenary Ramses.

Participants are urged to book their accommodation for their time at COP 27 as soon as possible.

Several automated teller machines (ATMs) are available at the conference venue and will be operational during the pre-sessional week and throughout the conference.

Code of Conduct 

UNFCCC conferences, meetings and events participants should be professional, respectful, inclusive and create harassment-free environments for all participants.

Harassment in any form, including sexual harassment, will not be tolerated. All participants are expected to conduct themselves in a professional and appropriate manner and familiarize themselves with the Code of Conduct documents.

The Code of Conduct is available here and contains detailed information on prohibited conduct, complaint and investigation processes as well as possible consequences in case of misbehavior.

We encourage reporting of any incident either directly to any badged UN Department of Safety and Security (UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day, at +20 109 882 1366 (mobile). You may also report an incident to SpeakUp@unfccc.int at any time. 

Additional guidelines for participants

Guidelines on the use of cameras and audio/video recording devices

Participants should be aware that the use of cameras and audio/video recording devices, video and audio recordings by participants in public areas, such as lobbies and corridors, may be undertaken provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.

Important notice: The recording of audio and video by Party or observer organization delegations during open and closed official meetings and in designated high-security zones is not permitted.

United Nations Security guidelines related to media actions, distribution of publicity materials, etc.

Authorized media actions and publicity events in designated areas are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Guidelines for the participation of non-governmental organization representatives

Non-governmental organizations are responsible for the conduct of each of their representatives. Any behaviour not consistent with these guidelines may have an impact, including de-badging and revoking access, on the participation of the organization and/or of the individual.

Two computer centers are available at the conference venue offering computer and limited printing services free of charge to all participants on a first come, first served basis. Further electronic device charging stations are available at several locations. Please follow the wayfinding signage for locations and directions.

DB Schenker has been appointed by the Government of Egypt as the sole official freight forwarder and exclusive onsite handling contractor for COP 27. The following instructions apply to delegations that require the transportation of items from their origin country to Sharm El Sheikh, Egypt for COP 27. The COP 27 Platform was launched and is accessible to registered conference participants.

The COP 27 Platform is a space where participants can watch and join meetings according to their badge type, network with other participants and create self-service online meetings. Please note that all public meetings with webcast remain accessible to everyone via the public website. Detailed schedules and access to streams become available as the conference starts.

COP 27 Platform information and access

Information from the COP 27 Presidency, including its goals for the conference, the COP 27 Green Zone, and COVID-19 measures are available on the COP 27 Presidency website.

In accordance with rule 19 of the draft rules of procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 27, CMP 17 and CMA 4. Any later change in the composition of the delegation shall be communicated to the secretariat as early as possible.

The credentials must be issued by the Head of State or Government, by the Minister of Foreign Affairs or, in the case of a regional economic integration organization, by a competent authority of that organization. They should indicate the date and place where the instrument was issued, be signed by the competent authority and indicate the title of the signatory. In the case of a person acting ad interim as the Head of State or Government or as the minister of foreign affairs, the title must indicate that the person is exercising such powers ad interim. In this respect, the secretariat will accept the following formulations: Acting President, Acting Prime Minister, Acting Minister of Foreign Affairs, President ad interim, Prime Minister ad interim and Minister of Foreign Affairs ad interim.

The secretariat wishes to remind Parties that, in accordance with decisions 17/CP.9, 36/CMP.1 and 2/CMA.1, only one set of credentials is necessary to cover the participation of Parties in COP 27, CMP 17 and CMA 4.

Original credentials, duly signed as indicated above and written in one of the six official languages of the United Nations,1 should be deposited during COP 27, CMP 17 and CMA 4 at the External Relations counter, located at the Information Desk in the conference venue. To ensure proper handling and delivery to the repository, no other office or authority of the secretariat or the host country has been designated to receive credentials.

To acknowledge receipt of credentials, the badge of the delegate delivering the credentials will be scanned as confirmation of receipt of the document. A list of valid credentials will be posted on the UNFCCC COP 27 web page. The secretariat strongly recommends that Parties verify that their credentials have been listed on the official web page of the secretariat. In the event that they are not listed 48 hours following the deposit of credentials, the External Relations Office of the UNFCCC should be contacted. In accordance with rule 20 of the draft rules of procedure being applied, the Bureau will examine the credentials and submit its report to the COP.

Information concerning the appointment of representatives participating in the sessions that is communicated by fax, email, letter or note verbale from a ministry, embassy, permanent mission to the United Nations or other participating government office or authority or through a local United Nations office will not be considered as a credential.

Documents will be made available on the COP 27, CMP 17, CMA 4, SBSTA 57 and SBI 57 session web pages, accessible from the UNFCCC website home page, the COP 27 conference page, the UN Climate Change app and the COP 27 platform. They can also be found on the Documents page (reachable from the Documents and decisions menu on the UNFCCC home page).

A tweet is sent out whenever a new official document or a relevant new version of a draft text is posted to the website. The Twitter account is In-session documents, with the handle @UNFCCCDocuments. Push notifications will also be sent through the UNFCCC website and the UN Climate Change app to those who allow them in their web browser and the app, respectively.

Documents will only be available electronically (online). In view of sustainability considerations and to optimize the use of resources, there will be no documents counter for distribution of paper copies. However, should they wish to do so, delegates can print documents themselves at the computer center.

Self-isolating Party delegates can request to participate in negotiations remotely by writing to UNFCCC-VirtPart-exception@unfccc.int.

Medical and Security emergencies

First aid and emergency medical services are available from 6 November to 18 November 2022, opening hours are from 08.00 to 23.00 hrs. Clinics are located in Area B, Area C, Area D and Area E and marked as First Aid stations (venue map).

Further information on medical services, including location of clinics outside the conference venue, are available in the official mobile app published by the Government of Egypt. The app is available in the Google (Android) and Apple (IOS) app stores.

Disclaimer

Participants are strongly advised to obtain comprehensive international medical insurance for the duration of their stay. The United Nations and the UNFCCC secretariat disclaim all responsibility for medical, accident and travel insurance, for compensation for death or disability, for loss of or damage to personal property and for any other costs or losses that may be incurred during travel or the period of participation at the conference including pre-sessional meetings.

In the interests of the security and safety of all participants and the smooth running of the sessions, the UNFCCC secretariat reserves the right to deny and/or restrict access to the conference premises, or to request participants to leave the premises. The UNFCCC secretariat shall not be responsible for any expenses incurred by participants who are requested to leave the premises or refused registration or access to the sessions for which they have been nominated and/or registered as participants.

Non-smoking policy

Smoking indoors is strictly prohibited. Designated outdoor smoking areas are available at various locations throughout the conference venue.

Two meditation rooms will be available at the conference venue. Directions can be found on the wayfinding signage and map displayed within the venue.

Meeting rooms can be booked by Parties and observer organizations free of charge between 8:00 and 18:00 hrs through the Meeting Room Assignment (MRA) Counter.

Meeting Room Assignment (MRA) forms can be downloaded here and may be sent by email to meetingrequest@unfccc.int. Kindly note that electronic requests are accepted from 23 October to 4 November only. The MRA team will track your request and issue notifications/confirmations by 5 November 2022.

As of 6 November 2022, MRA forms must be submitted in person at the MRA Counter located at the venue (Zone D), and not by email anymore.

The availability and location of your meeting room will be confirmed in the evening of the day before your meeting at the MRA counter. Once confirmed, it is advisable to frequently check your email inbox for potential changes to your confirmed meeting room booking. All confirmations are subject to reconfirmation by the requestor one hour before the start of the meeting. Not reconfirmed meetings will be automatically removed from the system.

  • Meeting room requests may be submitted for a maximum duration of 55 minutes per Party, regional group or observer organization (United Nations, intergovernmental organization or non-governmental organization). Please be reminded that meetings must conclude and the rooms vacated on time.
  • Meeting room reservations are made on a provisional basis and their final confirmation depends on the demands of the negotiating process, which takes priority.
  • In the event that the meeting room you have booked is required for informal consultations, contact groups or other urgent negotiation meetings at short notice, you may be provided with an alternative solution.
  • Meeting room layouts are fixed and comply with the national safety regulations of the host country, therefore change of setup, removal or relocation of any furniture or equipment is strictly forbidden.
  • All participants of a meeting are to be seated as meeting room capacity corresponds to. Standing participants are therefore not permitted.
  • Food and beverages are not permitted inside the meeting rooms, except water.
  • Meeting rooms cannot be booked for side events. If you plan to organize a side event, please refer to the side events and exhibits online registration system (SEORS) for further information.

A nursing room is available in the registration area (located in Area A). Directions can be found on the wayfinding signage and map displayed within the venue.

Due to the Sharm El Sheikh Climate Implementation Summit, pavilion events on Monday, 7 November, will not begin before 15:00 hrs.

All meetings open to press and media (i.e. opening plenary, side events and press conferences) will be available live and on-demand through our website.

Who can register

Parties to the Convention, United Nations and related organizations and agencies, media and non-profit organizations with observer status may register to attend the sessions of the Convention. More information on options for participation is available here.

All formalities regarding registration, including issuance of badges to duly nominated participants to attend the sessions, are free of charge.

How to register

Registration for the conference is managed through the UNFCCC Online Registration System (ORS).

The information note on the opening of ORS for Parties and observer States as well as for admitted intergovernmental organizations (IGOs) and non-governmental organizations (NGOs) has been issued on 23 June 2022:

United Nations organizations and specialized Agencies have been notified on their registration process and using the Online Registration System (ORS). Further training and workshops will be conducted for UN organizations and specialized Agencies on how to register delegates using the ORS. More information on the dates of the workshops will be provided in due course via email.

Multiple registration for the conference is not permitted (i.e. registration as an observer organization representative and a Party or State representative and/or press/media representative).

Collecting conference badges

To be issued a conference badge, all participants must be duly registered as indicated in the section “How to register” above.

Upon arrival at the conference for the first time, delegates will be requested to proceed to the registration desk to collect their badges for access to the premises. Delegates should present the acknowledgement letter from the UNFCCC Online Registration System, printed or on mobile device, and the ID document entered during online registration, such as a valid passport or a nationally approved identification card for the issuance of a badge.

For subsequent visits to the venue, once participants have their badges, they may access the venue directly through security, without stopping at the registration desk.

Pre-printing badges for Party and UN delegations

National focal points of Parties and designated contact persons of the UN system may request to have badges pre-printed for their delegations and have them collected in advance from the registration counters. The person collecting the badges shall then sign on behalf of the delegates and will be responsible for the distribution of those badges. This option is available only to those delegates who already have a photo in the system. Kindly submit your request under the related section via the communication tab in the ORS by selecting “Pre-printed badges” from the drop-down menu. Please note that a delegate whose badge has been printed will be reflected in the List of Participants.

Daily badges for IGOs and NGOs

For COP 27, a limited number of daily badges per organization can be requested. The application window for COP 27 daily badges will be from 10 October, 08:00 hrs CEST, to 15 October 2022, 08:00 hrs CEST. Applications submitted after the deadline cannot be accepted.

Prerequisite for daily badges

  • The delegates should have been nominated by the nomination deadline.
  • A quota has been allocated to your organization, as applicable.
  • The delegates have been confirmed by the Designated Contact Point in the ORS.

Important notes to Designated Contact Points (DCP) of IGOs and NGOs on daily badges

  • Once a daily badge request is submitted, it cannot be changed or altered due to operational and technical reasons.
  • It is the responsibility of the DCP to inform the Donor of the changes, i.e. that his/her attendance days have been partly assigned to a Recipient via the daily badge system. Although ORS sends automatically an email to all involved (Donor, Recipient and DCP), this might not be seen or end in Spam folder.
  • Daily badges apply to participants who will be physically present in COP 27.

Arriving at the venue

The UNFCCC secretariat is working closely with the Government of Egypt and UN counterparts to facilitate access to the conference venue during the Sharm El-Sheikh Climate Implementation Summit on 7 and 8 November. Due to heightened security arrangements and the expected large number of participants picking up their badges, longer waiting times are expected at security screening and registration counters

Participants are asked for their understanding and patience as the arrival and departure of Heads of State and Government may lead to delays due to temporary roadblocks.

Access arrangements

On 7 and 8 November, during the Sharm El-Sheikh Climate Implementation Summit, a secure zone will be established for the safety and security of Heads of State and Government. This zone will encompass all premises associated with the event, e.g. Leaders Lounge, Plenaries, bilateral meeting rooms, high-level roundtable rooms and high-level side event rooms etc. Access to the zone and the lounge for Heads of State and Government will require special badges. Applications for side events will be managed through the Side Events and Exhibits Online Registration System (SEORS). SEORS is the only channel used by the UNFCCC secretariat to receive applications for official side events and exhibits by IGOs and NGOs that have been admitted as observers, or by and Parties partnering with admitted observer organizations.

In addition to live webcasts of COP 27 events, social media community tools such as Facebook, Twitter, Instagram, YouTube and Flickr will also enable virtual participation in COP 27. Further information will be published in due course.

The Sharm El Sheikh International Convention Center will be served by a conference shuttle bus system operating between the venue and main hotel zones throughout Sharm El Sheikh. The Government of Egypt is working to ensure that delegates have a range of smooth running, affordable and sustainable modes of transport.

The UNFCCC Information Counter will be located in Area B to answer questions and distribute items such as the "COP 27 Welcome Gift".

All foreign participants entering Egypt must have a valid passport.

It is really critical that COP 27 attendees take the necessary steps to apply for their entry visa to Egypt as soon as possible in the nearest Egyptian consulate to ensure their application is processed in time for their journey to Egypt. To facilitate the issuance of a visa, a copy of the acknowledgement letter from the UNFCCC Online Registration System must be attached to the visa application.
