Sharm El-Sheikh Climate Implementation Summit and High-Level Segment at COP 27
The Sharm El-Sheikh Climate Implementation Summit 

The President of Egypt, His Excellency Mr. Abdel Fattah El-Sisi, invited Heads of State and Government to participate in the Sharm El-Sheikh Climate Implementation Summit (SCIS) scheduled for Monday, 7 and Tuesday, 8 November 2022. 

The programme of events for the participation of Heads of State and Government on 7 and 8 November included an official opening ceremony, round tables and high-level side events and delivery of national statements.

The Preliminary Schedule of Events for the Sharm El-Sheikh Climate Implementation Summit was communicated to Parties and observers on 1 October 2022. 

High-Level Round Tables

During the Summit, the Government of Egypt convened 6 High-Level Round Tables attended by Heads of States and Governments, Heads of observer organizations and specially invited guests.

High-Level Side Events 

During the two days of the Sharm El-Sheikh Climate Implementation Summit high-level side events organized or hosted by and with the participation of other Heads of State or Government took place. High-Level-Segment
First part of the high-level segment for Heads of State and Governments

The first part of the high-level segment for delivery of national statements by Heads of State and Government took place from 7 to 8 November during the Sharm El-Sheikh Climate Implementation Summit. For those Parties whose Head of State or Government was not present or did not deliver a national statement at the first part, the resumed high-level segment will take place from 15 to 16 November. 

There will be one list of speakers for Parties to the Convention, the Kyoto Protocol and the Paris Agreement. Parties will have only one opportunity to deliver a national statement at the joint plenary meetings of the COP, the CMP and the CMA, to be held during the first and resumed parts of the high-level segment. 

Registrations for the list of speakers for COP 27 closed on Friday, 21 October midnight (CEST). For questions regarding the high-level segment, please contact the External Relations unit of the secretariat at copprotocol@unfccc.int

At the time of closing, the secretariat has received 109 requests to deliver statements during the first part of the high-level segment for delivery of national statements by Heads of State and Government. Statements will be delivered in accordance with the time of inscription in the list of speakers and reflecting protocol order in accordance with the United Nations.

Resumed high-level segment

The resumed high-level segment of COP 27/CMP 17/CMA 4 will be held on Tuesday, 15 November and on Wednesday, 16 November 2022 to hear national statements from those Parties whose Head of State or Government did not deliver a national statement on 7 or 8 November, and representatives of groups who have registered and confirmed their wish to deliver a statement.

The resumed high-level will hear national statements from Heads of State and Government, Vice Presidents, Deputy Prime Ministers, Ministers and heads of delegation who have registered and confirmed their wish to deliver a national or group statement.
