The preparation of the first report on the determination of the needs of developing country Parties related to implementing the Convention and the Paris Agreement (NDR) involved gathering of both quantitative and qualitative information from national reports submitted by developing country Parties to the UNFCCC as well as global and regional reports. This in turn informed the work of the Standing Committee on Finance (SCF).

At the technical level, the work combined literature review with virtual and in-person technical meetings involving practioners from developing countries and organizations that produce and aggregate data on the needs of developing countries such as the operating entities of the Financial Mechanism, multilateral development banks, development finance institutions, international organizations, research institutions and think tanks, private sector financial institutions, academia, and civil society organizations.
 

Outline

SCF agreed on the outline of the report, as well as on the workplan, including outreach activities and indicative timeline.

Call for Evidence

As part of the outreach activities, the Standing Committee on Finance launched a Call for Evidence to support the preparation of the first NDR. Submissions can be found here.

Informal Regional Webinar

A series of regional outreach webinars were conducted with country representatives to gather data and information on their climate needs and to seek guidance in the preparation of the report. The webinars for Africa and Eastern Europe took place on 17 September 2020, for Asia-Pacific on 14 October 2020 and for Latin America and the Caribbean on 24 September 2020, respectively.

Technical Stakeholders Dialogue

The preparation of the first NDR included two technical stakeholders dialogue:

Technical discussion with stakeholders

A technical discussion with stakeholders was held on 16 December 2020 in conjunction with the 23rd meeting of the Standing Committee on Finance. Further details can be viewed here.

Collaborators Meeting

On 21st June 2019, the SCF organized a Collaborators Meeting to a) Provide a platform for potential contributors to engage with the SCF on the report; b) Share information and updates on the areas of work that is relevant to the report; and c) Identify means to facilitate ongoing collaborations with the SCF.
