In preparation of the ongoing mandated work on the fourth (2020) Biennial Assessment and Overview of Climate Finance Flows and the first report on the determination of the needs of developing country Parties related to implementing the Convention and the Paris Agreement, the Standing Committee on Finance organized a technical stakeholders dialogue on 18 May 2021 from 12:00 to 15:00 CEST.

Fourth Biennial Assessment and Overview of Climate Finance Flows (2020)

Background

The Standing Committee on Finance (SCF) assists the Conference of the Parties (COP) with respect to the measurement, reporting and verification (MRV) of support provided to developing country Parties, including through activities such as the preparation of the biennial assessment and overview of climate finance flows (BA).

The Fourth BA (2020) will be the fourth in a series of BAs. The first BA was prepared in 2014.The second BA was prepared in 2016 and the third BA was prepared in 2018. The summary and recommendation by the SCF on the 2018 BA is contained in the annex to decision 4/CP.24. The underlying technical reports are viewable here.

The SCF, through the BA and other activities, contributes to the progressive improvement of the compilation of climate finance information. Additionally, the COP, in decision 1/CP21, paragraph 94 (e), has also requested the Ad-hoc Working Group on the Paris Agreement, when developing the modalities, procedures, and guidelines for the transparency framework for action and support, to consider, inter alia, information in the BA. Furthermore, Parties, in the context of discussions on the development of the modalities and identification of sources of inputs for the global stocktake under the APA, have referred to the BA as vehicle to inform global stocktakes with respect to support to developing countries, as well as the broader climate financial and investment flows. The Fourth BA (2020) will be completed in time for COP26.

Objectives

This technical expert meeting on the Fourth BA (2020) will bring together the SCF with external contributors and experts for an informal exchange to feedback on the pre-final draft of the Fourth BA (2020), including the latest developments on methodological issues and data availability and gaps relating to transparency of climate finance tracking and assessment of climate finance flows and their effectiveness, access and ownership, as well as issues relating to mapping information relevant to Article 2, paragraph 1(c) of the Paris Agreement.

First report on the determination of the needs of developing country Parties (2020)

Background

The Standing Committee on Finance (SCF), a constituted body under the Convention and the Paris Agreement, assists the Conference of the Parties (COP) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) in exercising its functions in relation to the Financial Mechanism.

For the first time, the SCF will prepare a report on the determination of the needs of developing country Parties related to implementing the Convention and the Paris Agreement, for consideration by COP 26 and CMA 3 (Decision 4/CP.24 paragraph 13). In the preparation of the report, the COP requested the SCF to collaborate, as appropriate, with the operating entities of the Financial Mechanism, the subsidiary and constituted bodies, multilateral and bilateral channels, and observer organizations (Decision 4/CP.24 paragraph 14).

Objectives

This technical stakeholders dialogue on the first report on the determination of the needs of developing country Parties (2020) will bring together the SCF with external contributors and experts for an informal exchange on the latest developments in methodological issues relating to determining the needs of developing country Parties from national, regional and global reports and data availability and gaps on the needs of developing country Parties.
