CMA 3 requested the UNFCCC secretariat to collaborate with its Regional Collaboration Centers (RCCs) and the A6.4 Supervisory Body, in coordination with Parties, to design and implement a capacity-building program for Parties wishing to voluntarily participate in the Article 6.4 mechanism.
This program will support Parties in establishing the necessary institutional arrangements to meet the requirements outlined in the annex to decision 3/CMA.3. Additionally, it will assist them in developing the technical capacity to design and set baselines for climate mitigation activities hosted under the cooperative approaches of Article 6.2.
The UNFCCC secretariat engages with a range of stakeholders to implement capacity-building activities, ensuring greater impact, efficiency, and outreach while improving responsiveness to Parties and avoiding duplication. This collaborative approach ensures a more responsive and comprehensive capacity-building effort that better meets the evolving needs of the Parties. To further enhance the effectiveness of capacity-building, the secretariat has launched a periodic needs assessment process. This allows support to be tailored to Party requirements, bridging key capacity gaps in the implementation of Article 6 mechanisms.
Article 6 holds significant potential to accelerate climate action through its market and non-market cooperative mechanisms. With strong capacity-building initiatives, Parties can navigate and apply the decisions, rules, and guidance from negotiations more effectively, ensuring that the Article 6 mechanisms help strengthen their Nationally Determined Contributions (NDCs) and drive meaningful climate action.
