Overview

The UNFCCC Secretariat, in collaboration with the UNDP Istanbul Regional Hub, is ganising a four-day Regional Workshop on Article 6 and Carbon Pricing to empower Parties in Central Asia, Eastern Europe and the South Caucasus. The overarching objective of this workshop is to foster an effective engagement with the cooperative mechanisms, including both market and non-market approaches, established under the Paris Agreement. This workshop forms part of the UNFCCC’s broader regional capacity-building initiatives to address critical gaps in implementing Article 6, which became fully operational following COP 29.

Despite the framework’s potential to mobilize climate finance and accelerate nationally determined contributions (NDCs) implementation, many Parties face challenges in engaging with Article 6’s cooperative mechanisms-particularly the Paris Agreement Crediting Mechanism (PACM). Some of the reported and observed gaps include limited technical understanding of the associated processes, compliance requirements, key decisions and their implications, and methodologies.

This workshop will provide hands-on training to enhance clarity on Article 6 rules, foster peer-to-peer knowledge exchange, and strengthen institutional readiness for market-based climate action.

Objectives

The overarching goal of this workshop is to enable a shared understanding of the opportunities presented by the cooperative approaches under the Article 6 mechanism, particularly in the aftermath of the landmark decisions on Article 6 at the COP 29 in Baku.
