I. Background and objective

The annual Dialogue on Action for Climate Empowerment (ACE) provides a regular forum to Parties and other stakeholders to share their experiences, exchange ideas, good practices and lessons learned regarding the implementation of Article 6 of the Convention and Article 12 of the Paris Agreement through its six elements – climate change education and public awareness, training, public participation and access to information and international cooperation on these matters.

At COP 26, Parties adopted the 10-year Glasgow work programme on ACE (GWP), which requested the Subsidiary Body for Implementation (SBI) to continue to hold ACE Dialogues at its first regular session of each year with the participation of Parties, representatives of relevant constituted bodies, and relevant experts, practitioners and stakeholders. The ACE Dialogue focuses on the progress of implementation of the Glasgow work programme and its four priority areas: policy coherence; coordinated action; tools and support; and monitoring, evaluation and reporting.[1]

The ACE Dialogue 2024 will discuss the priority area of tools and support and include an expert-run session on how to write strong project proposals in response to Activity C.3 of the ACE action plan.[2]

The ACE Dialogue 2024 and its expert-run session will be a space for Parties and non-Party stakeholders to strengthen access to tools and support through capacity-building and peer-to-peer learning contributing to a better understanding of needs, sources, available tools, challenges, and enabling environments for accessing to tools and support as well as international cooperation for ACE implementation.

II. Participation

The ACE Dialogue 2024 will be open for participation by a diverse range of stakeholders including Parties, representatives of relevant bodies established under the Convention and the Paris Agreement, relevant experts, practitioners, and other relevant stakeholders. No registration is required.

Virtual participation will be possible, with simultaneous interpretation into French and Spanish for on-site participants. The recordings of the event and the presentations will be published on the UNFCCC website.

III. Expected outcome

The outcome of the dialogue will be incorporated in the annual summary report to be prepared by the secretariat on progress in implementing activities under the Glasgow work programme for consideration by the SBI at COP29.[3]

The expert-run session aims to enhance understanding of the key elements of a strong funding proposal and strengthen capacities for developing ACE proposals or integrating ACE into existing proposals.

Setting the scene

The GWP invites Parties and non-Party stakeholders to enhance access to tools and support for building capacity and raising awareness among Parties, national ACE focal points, and non-Party stakeholders regarding ACE. This session will serve to set the scene by providing an overview of the priority area of “Tools and Support” under the GWP, and to share the Parties’ and non-Party stakeholders’ perspectives regarding the needs and opportunities to unlock access to Tools & Support for ACE implementation.

 

The moderator will set the scene with a 2-minute introduction and engage in a fired-side chat with representatives from developed and developing countries and non-Party stakeholders.

World Café

This session aims to showcase and exchange information on good examples of existing tools and support for ACE implementation. A world café format will be used to facilitate discussions among participants.

Station 1: will focus on education, training, and public awareness and will provide an opportunity for participants to receive information on the latest tools available to support ACE, including the Greening Curriculum Guidance and Green School Standard from Greening Education Partnership, UNICEF's Solutions for Youth in the Move to access green skills, and the Learning Passport for Climate, amongst other tools, while inviting participants to discuss synergies and gaps.

Station 2: will focus on tools and support that promote public participation in climate action through action for climate empowerment, including public awareness, access to information, and participation, such as the Citizen Voice and Action (CVA) approach. It will also explore needs, gaps, and avenues to address them.

Station 3: will focus on opportunities to integrate ACE into Nationally Determined Contributions (NDCs), through existing tools, such as the NDC Equity Tracker and the Short Guide on Integrating Action for Climate Empowerment into Nationally Determined Contributions and initiate discussions on addressing existing gaps.

The expert-run session aims to enhance understanding of the key elements of a strong funding proposal and strengthen capacities for developing successful ACE proposals or integrating ACE into existing proposals. The session will kick off with an overview of the typology and spectrum of ACE related projects/programmes, followed by a brief walkthrough of the key elements of a compelling project proposal by the moderator.
