Background

The Government of Azerbaijan will host the 29th Conference of the Parties of the UNFCCC (COP 29), with a view to building on previous successes and paving the way for future ambition to effectively tackle the global challenge of climate change.

The meeting comprises the twenty-nineth session of the Conference of the Parties (COP 29), the nineteenth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 19), and the sixth session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 6).

The UNFCCC is committed to upholding the fundamental human rights, dignity and worth of the human person, and equal human rights of all participants in a UNFCCC event. UNFCCC events are guided by the highest ethical and professional standards, and all participants are expected to act with integrity and respect towards all participants.

Harassment in any form, including sexual harassment, will not be tolerated. All participants are expected to conduct themselves in a professional and respectful manner and familiarize themselves with the Code of Conduct and other guidelines, including, but not limited to the following:

The Code of Conduct contains detailed information on prohibited conduct, complaint and investigation processes as well as possible consequences in case of misbehaviour.

Any incident that infringes on the Code of Conduct guidelines should be reported either directly to any badged UN Department of Safety and Security (UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day at +994 102 569 409. Guidelines on the use of cameras and audio/video recording devices

Cameras and audio/video recording devices may be used by participants in public areas, such as lobbies and corridors, provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.

However, the recording of audio and video by Party or observer organization delegates at open or closed official meetings or in designated high-security zones is not permitted.

United Nations Security guidelines related to observer media actions, distribution of publicity materials, etc.

Authorized media actions and publicity events by admitted observers following official procedures, in designated areas, are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Guidelines for the participation of non-governmental organization representatives

Non-governmental organizations are responsible for the conduct of their representatives. Any behaviour not consistent with these guidelines may have an impact on current or future participation in UN Climate Change events, including de-badging or revoking access for the organization and/or the individual.

A computer centre is available at the conference venue offering computer and limited printing services free of charge to all Blue Zone participants on a first come, first served basis. Further electronic device charging stations are available at several locations. Please follow the wayfinding signage for locations and directions.

In accordance with rule 19 of the draft rules of procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 29, CMP 19 and CMA 6. Any later change in the composition of the delegation shall be communicated to the secretariat as early as possible.

The credentials must be issued by the Head of State or Government, by the Minister of Foreign Affairs or, in the case of a regional economic integration organization, by a competent authority of that organization. They should indicate the date and place where the instrument was issued, be signed by the competent authority and indicate the title of the signatory. In the case of a person acting ad interim as the Head of State or Government or as the Minister of Foreign Affairs, the title must indicate that the person is exercising such powers ad interim. In this respect, the secretariat will accept the following formulations: Acting President, Acting Prime Minister, Acting Minister of Foreign Affairs, President ad interim, Prime Minister ad interim and Minister of Foreign Affairs ad interim.

The secretariat wishes to remind Parties that, in accordance with decisions 17/CP.9, 36/CMP.1 and 2/CMA.1, only one set of credentials is necessary to cover the participation of Parties in COP 29, CMP 19 and CMA 6.

Original credentials, duly signed as indicated above and written in one of the six official languages of the United Nations*, should be deposited during COP 29, CMP 19 and CMA 6 at the Information Counter located in the Service Hub Area C in the conference venue. To ensure proper handling and delivery to the repository, no other office or authority of the secretariat or the host country has been designated to receive credentials.

To acknowledge receipt of credentials, the badge of the delegate delivering the credentials will be scanned as confirmation of receipt of the document. A list of valid credentials will be posted on the UNFCCC COP 29 web page. The secretariat strongly recommends that Parties verify that their credentials have been listed on the official web page of the secretariat. In the event that they are not listed 48 hours following the deposit of credentials, the External Relations Office of the UNFCCC should be contacted. In accordance with rule 20 of the draft rules of procedure being applied, the Bureau will examine the credentials and submit its report to the COP.

Information concerning the appointment of representatives participating in the sessions that is communicated by fax, email, letter or note verbale from a ministry, embassy, permanent mission to the United Nations or other participating government office or authority or through a local United Nations office will not be considered as a credential.

* Credentials may be submitted in Arabic, Chinese, English, French, Russian or Spanish. To facilitate the examination of credentials, a courtesy translation into English would be appreciated if the credentials have been executed in another language.

In view of sustainability considerations and the need to optimize the use of resources, documents will be available online only. While delegates may print documents themselves at the computer centre, they are encouraged to limit such printing.

Medical and Security emergencies

First aid services are available from 11 to 22 November 2024 with several First Aid rooms distributed throughout the Blue Zone as indicated on the venue map. First Aid room C1 (located in Area C, VOM 4) and First Aid room D3 (located in Area D, outside of the main entrance to Media Centre) are open 24/7 while the other First Aid rooms are open from 08:00 to 22:00 hrs.

The United Nations and the UNFCCC secretariat disclaim all responsibility for medical, accident and travel insurance, for compensation for death or disability, for loss of or damage to personal property and for any other costs or losses that may be incurred during travel or the period of participation at the conference including pre-sessional meetings.

In the interests of the security and safety of all participants and the smooth running of the sessions, the UNFCCC secretariat reserves the right to deny and/or restrict access to the conference premises, or to request participants to leave the premises. The UNFCCC secretariat shall not be responsible for any expenses incurred by participants who are requested to leave the premises or refused registration or access to the sessions for which they have been nominated and/or registered as participants.

Non-smoking policy

Smoking indoors is strictly prohibited, including the use of vapers and electronic cigarettes. Designated outdoor smoking areas are available at various locations throughout the conference venue.

COVID-19

Party delegates who are self-isolating in Baku may request, through their respective Head of Delegation, to participate in negotiations remotely by writing to UNFCCC-VirtPart-exception@unfccc.int.

Interactio has been appointed by the host country as the official sole provider of commercial interpretation and translation services for COP 29. Further information is available here.

Meeting rooms can be booked by Parties and observer organizations free of charge for slots of up to 55 minutes between 08:00 and 17:55 hrs.

Meeting Room Assignment (MRA) counter open hours:

Kindly note that requests for meetings to be held on the first day of the conference (11 November) will be accepted electronically from 28 October to 9 November 2024. Completed MRA forms may be sent by email to meetingrequest@unfccc.int.

The MRA team will track your request and issue notifications/confirmations by 9 November 2024 at the latest.

As of 11 November 2024, MRA forms must be submitted in person at the MRA counter located at the venue.

All requestors will receive confirmation of the availability and location of their meeting room in the evening of the day before their meeting in person at the MRA counter. Once confirmed, it is advisable to frequently check your email inbox for potential changes to your confirmed meeting room booking. All confirmations must be reconfirmed again in person by the requestor at the MRA counter one hour before the start of the meeting. Meetings that have not been reconfirmed will be automatically removed from the system.

  • Meeting room requests may be submitted for a maximum duration of 55 minutes per Party, regional group or observer organization (United Nations, intergovernmental organization or non-governmental organization). Please be reminded that meetings must conclude and the rooms must be vacated on time. The last meeting must be concluded by 17:55 hrs.
  • The confirmation of meeting room reservations depends on the demands of the negotiating process, which takes priority.
  • In the event that the meeting room you have booked is required for informal consultations, contact groups or other urgent negotiation meetings at short notice, you may be provided with an alternative solution. You will be notified by phone, or by email if you have not provided a phone number.
  • Meeting room layouts are fixed and comply with the national safety regulations of the host country. Therefore, change of setup, removal or relocation of any furniture or equipment by meeting organizers is strictly forbidden.
  • All meeting participants are to be seated in accordance with meeting room capacity. Standing participation in meetings is not permitted.
  • Food and beverages are not permitted inside the meeting rooms, except water.
  • Meeting rooms cannot be booked for side events. To organize a side event, please refer to the Side Events and Exhibits Online Registration System (SEORS) for further information.

General information on participation and engagement of observer organizations and other non-Party stakeholders can be found here.

The number of observer organizations admitted to the UNFCCC process has been significantly increasing in recent years. While the addition of new organizations enriches the process, there is a need for more diversity and regional balance in the representation of observer organizations at UNFCCC sessions, as recognized by the SBI. Therefore the registration quota allocation system has been revisited. Efforts were made to ensure a more balanced representation of observer organizations with regard to regional groups and constituencies.

The quotas for admitted observer organizations have been published in the Online Registration System (ORS) and are ready for confirmation by the designated contact points (DCPs).

The “COP29 Delegation Services Portal” for the submission of detailed requests and establishment of country delegation pavilions and offices within the Conference Blue Zone venue perimeter can be accessed here.

The portal will allow delegation representatives to select all the additional services required for their participation at the Conference Blue Zone area. “Orientations.events”, a company with a proven experience in organizing UN climate change conferences, has been nominated as COP 29 Country Pavilions' operating partner.

Who can register

Parties to the Convention, United Nations and related organizations and agencies, media and non-profit organizations with observer status may register to attend the sessions of the Convention. More information on options for participation is available here.

How to register

Registration for the conference is managed through the UNFCCC Online Registration System (ORS).

Online Registration System:

  • For Parties and observer States, as well as for United Nations and related organizations and specialized agencies, the ORS opens for the nomination and confirmation of their representatives at the following dates:
    24 June 2024 – 10 November 2024 23:59 (CET)
  • For admitted intergovernmental organizations and non-governmental organizations, the ORS opens for the nomination and confirmation of participants at the following dates:
    Nomination:   24 June 2024 – 4 August 2024 23:59 (CET)

It is important to note that multiple registration for the conference is not permitted (i.e. registration as an observer organization representative and a Party or State representative and/or press/media representative).

Please note that it is prohibited to trade or sell your registration to attend a UNFCCC conference, meeting or workshop, including a COP, and may lead to permanent suspension of your registration.

Changes to the registration system and process

The UNFCCC secretariat has introduced updates to the registration of conference participants, with the aim to increase the transparency of participation in the UNFCCC process. Detailed information is available here.

Collecting conference badges

To be issued a conference badge, all participants must be duly registered as indicated in the section “How to register” above.

Upon arrival at the venue for the first time, participants are requested to proceed to the registration desk to collect badges for access to the conference premises. Participants must provide the following documents so that a badge will be issued:

  • The acknowledgement letter sent to the participants from the online registration system upon successful registration – printed or on mobile device;
  • a valid passport or a nationally approved photo identification card.

Participants with valid badges can directly access the venue through security and access control, where their badges will be scanned. There is no need to stop by the registration desk.

Once a badge has been issued and activated, the related record cannot be deleted from the database.

Pre-printing badges for Party and UN delegations

National focal points of Parties and designated contact persons of the UN system may request that badges be pre-printed for their delegations. They may collect the badges in advance from the registration counter. The individual collecting the badges must sign on behalf of the delegates and is responsible for their proper distribution.

This option is available only to delegates who already have a photo in the system. To submit your request, please utilize the related section via the communication tab in the ORS. Select "Pre-printed badges" from the drop-down menu. It is important to note that delegates whose badges have been printed will be listed in the final List of Participants. Virtual-only registration

Virtual-only registration is open for COP 29. Through the UNFCCC Online Registration System (ORS), delegates from Parties and observer organizations can register for virtual-only participation. This option allows access to relevant UNFCCC meetings remotely, provided the session is open to the respective delegate and offers online participation. Detailed information can be found here.

To reduce the carbon footprint of the conference it is recommended that each participant forwards shipments of not more than 50 kg of a cumulative total weight.

Participants having pavilions and/or have been assigned an exhibit booth will be granted an extra allowance of 50 kg.

Side events and exhibits at COP 29 are subject to the availability of resources.

Applications for side events and exhibits are managed through the Side Events and Exhibits Online Registration System (SEORS). SEORS is the only channel used by the UNFCCC secretariat to receive applications for official side events and exhibits by admitted observer organizations, and Parties partnering with admitted observer organizations. The UN inter-agency coordination for side events to be organized by the UN organizations and specialized agencies at COP 29 is undertaken by the UNFCCC secretariat. All foreign participants entering the Republic of Azerbaijan for COP 29 and the pre-sessional meetings must have a passport which is valid for at least three months from the date of entry into the Republic of Azerbaijan.
