Changes to the registration system and process

The UN Climate Change secretariat has introduced updates to the registration of UN Climate Change conference participants from COP 30, with the aim to increase the transparency of participation in the UNFCCC process.

  1. Optional disclosure of funding source(s): Observer and global climate action participants have now the possibility to disclose the immediate source(s) of funding for their participation in the UNFCCC conference, along with the type of entity providing the funding.
  2. Optional declaration of alignment: Observer and global climate action participants are invited to declare their participation's alignment with the objective of the Convention and the goals and principles of the Kyoto Protocol and the Paris Agreement. Observer participants are strongly encouraged to download the acknowledgment letter, at which point they will be asked to review and confirm the declaration.
  3. Additional information on home organization: The existing field on home organization/affiliation has been updated to include a drop-down menu where participants are required to specify the type of home organization.

Information provided in response to all transparency measures will be included in the List of Participants (LoP) for the UNFCCC conference.

​​​​​​The secretariat is responsible to deliver the political process to address climate change in accordance with the objectives of the Convention. Engagement of all key stakeholders in this process is vital.

In recent years, the number of participants has been steadily increasing and the purpose of participation has diversified, with many activities going on in parallel with the core negotiation meetings. Both the sessions of the subsidiary bodies in May/June and the COPs have become large, yet there has not been full transparency in terms of who is participating in these climate change conferences.

The changes that are being introduced are reflecting the discussions during the observer review process and part of the secretariat’s overall efforts to increase the transparency of participation in the UN Climate Change process.

The new transparency measures apply to all observer and global climate action (GCA) participants who are nominated to attend UNFCCC sessions. Previous transparency measures remain in place for all categories of participants.

​​​​​In addition to the previous categories, the following information will be added for observers and GCA badge holders.

- Type of Home Organization

- Funding source

- Funding source type

- Declaration of alignment with objective of the Convention and the goals and principles of the Kyoto Protocol and the Paris Agreement

Participants can opt out of answering these transparency questions, however, the choice not to disclose the information will be included in the LoP.
