Needs-based Finance (NBF) Project - National Projects

The UNFCCC Secretariat is developing the Needs-based Finance (NBF) Project aiming to facilitate the mobilization of climate finance to support the needs identified by developing countries regarding the implementation of priority mitigation and adaptation actions, in accordance with the goals outlined in their nationally determined contributions (NDCs), national adaptation plans (NAPs) and other relevant policies or strategies.

Antigua and Barbuda

In Antigua and Barbuda the NBF project is implemented by the Department of Environment, as the national focal point for climate change, in collaboration with the Ministry of Finance and Corporate Governance.

The main objective of the NBF project in Antigua and Barbuda is to facilitate the mobilization of climate finance to support the needs identified by Antigua and Barbuda regarding the implementation of priority mitigation and adaptation actions in accordance with the Paris Agreement and the country's goals set out in its Nationally Determined Contribution, as well as other national development strategies and instruments.

Support provided through the NBF Project focuses on the following two outputs:

•           An overview and assessment of climate finance flows in the country as input into the development of a programmatic approach aimed at making finance flows in Antigua and Barbuda consistent with a pathway towards low greenhouse gas emissions and climate-resilient development in line with Article 2.1(c) of the Paris Agreement, through providing support to the preparation of an overview and assessment of climate finance flows at the national level, in a capacity-building approach;

•           A provisional analysis on the risk of physical asset stranding in Antigua and Barbuda.

Estimated timeframe: May 2019 – January 2020

Belize

The UNFCCC secretariat is discussing the finalization of the scope of the NBF project and the formal agreement with the Government of Belize.

It is expected that the NBF project in Belize will be implemented soon.

Honduras

The UNFCCC secretariat is discussing the finalization of the scope of the NBF project and the formal agreement with the Government of Honduras.

Lebanon

The implementation of the NBF project in Lebanon is led by the Ministry of Environment of Lebanon.

The aim of the project is to conduct a climate finance needs assessment within the framework of costing energy-related NDC initiatives, including support to the identification of the gaps and challenges in accessing climate finance and of ways to address those.

Support provided through the NBF Project focuses on the electricity sector and aims to address the following questions:

  • How much support has already been mobilized and disbursed to implement the different energy-related NDC targets from a) national sources and b) international funds?
  • How much financing is still needed and what are the potential sources?
  • What is missing in order to translate these conditional and unconditional targets into bankable projects and investments: What are the challenges, gaps and barriers to secure the financing for each energy-related NDC activity?
  • What are the recommendations to overcome these challenges in a form of a clear road map and next steps?

Support is being delivered in the form of four work packages:

  • Costing of energy-related NDC targets
  • Identification of the finance gap, including estimates on existing and planned climate finance flows from both national and international sources.
  • Provision of capacity-building for government officials on costing of climate change projects (focus: energy sector)
  • Organization of a multi-stakeholder workshop, including public and private sector representatives from the electricity sector, finance sector and international agencies.
