EAC Climate Finance Mobilization and Access Strategy

Validation Workshop

27-28 April 2021

Concept paper

As part of the EAC Need-Based-Finance (NBF) project, the EAC Secretariat, with support from the UNFCCC Secretariat and its Regional Collaboration Center (RCC Kampala), has completed a technical assessment of the current climate finance flows and needs in its six Partner States. Based on a review of the Partner States’ NDCs, regional and national climate change policies and related strategies, and a series of meetings and interactions with Partner States the assessment estimated climate finance needs at USD 189 billion required until 2030 to mitigate and adapt to climate change in the region. This includes at least USD 2.2 billion required for addressing crucial trans-boundary and regional climate change issues.

The assessment moved the NBF project into its second stage of developing a regional (EAC) Climate Finance Access and Mobilization Strategy, hereafter referred to as the Strategy. The Strategy is to identify key strategic areas and actions to ensure climate finance is effectively mobilized, accessed, utilized and scaled up to contribute to the achievement of intended climate change goals and low-emission development in the East African Community. 

The EAC Secretariat is pleased to invite Partner States for a two-day virtual Strategy validation workshop on 27-28 April 2021.

Objective of the meeting

The objective of the workshop is to allow EAC Partner States to:

  • Discuss and agree on the content of the Climate Finance Access and Mobilization Strategy;
  • Agree on priority transboundary pipeline projects, programmes, initiatives and funding facilities to address regional climate change issues; and exchange information on national priority projects;
  • Develop an implementation plan; including regional and national coordination, monitoring, reporting and review mechanisms.

Outcome

Adoption of the revised technical assessment of climate finance in the East African Community, finalization of the draft Climate Finance Mobilization and Assess Strategy, agreement on regional priority pipeline projects; a concise implementation action plan and monitoring and review mechanism. The Strategy will, after addressing issues and suggestions of the validation workshop, be submitted for endorsement following EAC’s processes.

Strategic area 2: Enhancing capacity and mechanisms at national and regional level for the coordination, development and implementation of mitigation and adaptation projects or development projects with climate change co-benefits;

Discussion of regional pipeline programs and projects

A list or pipeline of priority climate projects, programmes, investments, and or funding facilities as identified by EAC Partner States shall further support the mobilization of climate finance with direct funding for priority projects to the region.

Countries to briefly share information about proposed priority projects regarding climate mitigation/adaptation benefits and sustainable development benefits (job creation, increased food security, gender equity, etc) of the proposed project, costing, indicative financing plan and gap, and key project information. Trans-boundary projects implemented in two or more Partner States to take precedence. 

Partner States to discuss which projects/programmes/initiatives/funding facilities to be prioritized and included in the regional pipeline.
