OBJECTIVE

The purpose of this event is to provide a high-level account of the support provided and progress made in facilitating access to and mobilization of climate finance under the Needs-Based Finance (NBF) Project. In 12 participating regions, over 100 countries are engaged in a strategy design process for the mobilization of climate finance to support implementation of priority mitigation and adaptation needs in accordance with goals outlined in their NDCs, national adaptation plans and other relevant policies and plans.

The event will highlight experiences of country and regional leaders in identifying climate finance needs, assessing flows, and developing strategic approaches to strengthen climate finance mobilization, access and capacities. Key elements of initial climate finance access and mobilization strategies will be presented.

PART II – PANEL DISCUSSION

Panel members will have the opportunity to discuss their experiences in assessing climate finance needs in their country or region and the strategic work undertaken towards addressing these needs, including the following topics:

  • Needs assessment – the role of recipient priorities in the distribution of international climate finance
  • Capacity building needs – building the basis for successful strategy implementation
  • Enabling environment – key steps and best practices for enabling climate finance mobilization
  • Innovative instruments – the potential of private sector finance, capital markets, results-based finance/grants, carbon pricing, debt swaps, guarantees, equity, and other highly concessional funding channels
  • Moving towards implementation – how to turn priorities into action
