The SBI and the SBSTA considered matters relating to the implementation of the United Arab Emirates just transition work programme.

The SBI and the SBSTA agreed to forward this matter for further consideration at  CMA 7, taking note of the informal note prepared by the co-chairs for the relevant agenda items at these sessions under their own responsibility, recognizing that it includes divergent views, has not been agreed upon, is not exhaustive, has no formal status, is open to revision, does not prejudge further work, prevent Parties from expressing any further views, or reflect consensus or all the views shared and proposals made by Parties.

The SBI and the SBSTA invited the CMA to take note of the exchanges of views and written inputs by Parties under these agenda items at these sessions, including Party views on the 2024 and 2025 annual summary reports on the dialogues, and invited the CMA to take into account the views and submissions of Parties in the next iteration of the informal note.

The SBI and the SBSTA Chair propose to forward this matter to the CMA at its seventh session for further consideration as an SB Chair’s proposal on the basis of the text published on 15 November on the UNFCCC website, reflecting the following editorial corrections to the text that was posted to the UNFCCC website on 14 November at 13:41.

• In paragraph 8, the semi colons were replaced with commas, and the word “nor” was added in the third and fourth lines.
• In paragraph 10, the second “new” was deleted

This text is forwarded as a proposal by the Chairs of the subsidiary bodies, which includes divergent views, has not been agreed upon, does not reflect consensus, is not exhaustive, has no formal status, is open to revision and does not prejudge further work or prevent Parties from expressing any further views.

The SBI recommended that the COP and the CMA welcome the 2025 report of the Adaptation Committee.

The Subsidiary Body for Implementation, at its sixty-third session, agreed to forward this matter to CMP 20 for consideration taking into account the draft text prepared by the co-chairs for this agenda item at this session available on the UNFCCC website.

Substantive consultations on Article 9, paragraph 1, of the Paris Agreement to consider substantive elements regarding the implementation of Article 9, paragraph 1, were conducted and the Chairs took stock of progress on these consultations at SB 62.

The Chairs reported back on the outcomes of the consultations at the Opening Plenary.  In addition to the initial report back provided at the resumed 1st meeting, the Chairs delivered an additional report back, as requested by some Parties, during an informal meeting held on 14 November.
