1. Background

A key pillar of the Paris Agreement is the enhanced transparency framework (ETF) of action and support outlined in Article 13. The modalities, procedures and guidelines (MPGs) for the ETF contained in decision 18/CMA.1 build on and enhance the transparency arrangements under the Convention. 

The Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) requested the Subsidiary Body for Scientific and Technological Advice (SBSTA) to develop, pursuant to the MPGs, for consideration and adoption by the CMA at its third session:

    (a) Common reporting tables for the electronic reporting of the information referred to in chapter II, and common tabular formats for the electronic reporting of the information referred to in chapters III, V and VI, of the annex, taking into account the existing common tabular formats and common reporting formats; 
    
    (b) Outlines of the biennial transparency report, national inventory document and technical expert review report, pursuant to the modalities, procedures and guidelines contained in the annex; 
    
    (c) A training programme for technical experts participating in the technical expert review.

2. Objective

Recognizing that Parties have different experiences and levels of participation in the current transparency arrangements under the Convention, the SBSTA Chair has requested the secretariat to organize an information event on matters relating to transparency, as part of its work on the methodological issues under the Paris Agreement. The event will take place on 24 and 25 August 2021 and is designed to help Parties gain a better understanding of the evolution of the international transparency regime in preparation for their effective engagement in the next session of the SBSTA and, ultimately, a successful COP 26 in November 2021.

Enhancing understanding of reporting on transparency of support, submitting national reports and training of review experts.

Experience in reporting on finance, technology development and transfer and capacity-building (FTC) support

This session aims to support Parties to acquire an enhanced understanding of current approaches for the compilation of information and reporting on FTC support in BURs and BRs, including the use of common tabular formats, tools and software by developed country Parties.

The secretariat will provide a short introduction to frame the topic and discussion. This will be followed by sharing of information on experience of Parties, information by developing and developed country Parties on their experience, including on challenges and solutions in compiling and reporting information on FTC support, the use of common tabular formats, tools and software and the establishment of institutional arrangements to support the compilation of information and reporting, followed by a discussion.

Experience preparing national reports

This session aims to provide participants an overview of the current decisions and practices guiding developed countries in preparing their national GHG inventory reports, biennial reports and national communications, and developing countries in their biennial update reports and national communications. The session will be introduced with a brief presentation by the secretariat on existing practice and highlight some of the key similarities and differences between these reports and biennial transparency reports.

Experience in the training of review experts

This session aims to provide participants information on how the training programmes for the current technical expert review and technical analysis processes under the Convention assist the experts who wish to become reviewers. A brief explanation on the information covered in the training courses and the implementation of the training will be provided.
