Background
Under the Paris Agreement, Parties are required to prepare, communicate, and update their Nationally Determined Contributions (NDCs) on a regular basis, with each cycle reflecting progress and increasing ambition. Findings from the First Global Stocktake show that current NDCs, even if fully implemented, remain insufficient to meet global temperature goals. This highlights the urgent need to strengthen ambition, implementation frameworks, and finance readiness, particularly for Small Island Developing States (SIDS) such as Seychelles.
The UNFCCC Regional Collaboration Centre for Eastern and Southern Africa (RCC-EASA) is providing direct country support to the Government of Seychelles to enhance NDC preparation and implementation. This includes targeted capacity-building on investment planning and costing to strengthen the financial readiness of NDC 3.0. In partnership with RCC-EASA, the Department of Energy and Climate Affairs under the Ministry of Environment, Climate, Energy and Natural Resources (MECENR) is implementing a national consultancy to assess the financial feasibility of previous NDC commitments and develop evidence-based recommendations for NDC 3.0.
As part of this support, the Government of Seychelles and the UNFCCC are convening a two-day national workshop titled “Lessons from NDC 2.0 and Recommendations for Strengthening the Financial Implementability and Investment Framework of NDC 3.0.” The workshop provides a platform for technical review, co-creation, validation of preliminary findings, and capacity-building for national stakeholders.
Objectives
This workshop aims to strengthen Seychelles’ readiness to design, resource, and implement an ambitious and financially implementable NDC 3.0 by fostering national dialogue, institutional learning, and technical capacity building. Specifically, the workshop will:

Present the findings of the financial implementability review of NDC 2.0.

Validate key lessons, gaps, and success factors related to NDC financing.

Discuss preliminary recommendations to enhance the investment framework of NDC 3.0.

Build national capacity on:

Gather stakeholder inputs to support the development of the NDC 3.0 Investment Roadmap.

Strengthen multi-sector collaboration and national ownership of NDC 3.0.
