Global Climate Action Agenda
Join the Implementation Forum at UNFCCC Climate Week 4 in Baku, Azerbaijan, from 7 - 11 September 2026!

With a strong focus on climate action implementation, the forum will be open to a wide range of representatives from different stakeholder groups, from private sector, subnationals, civil society, academia and others to join policy makers in fruitful discussions on collaboration to escalate implementable solutions for ambitious climate action. 

The thematic focus of the events will be based on the six axes of the Global Climate Action Agenda ensuring alignment to the first GST outcomes, while also reflecting broader priorities relevant to implementation, including industrial decarbonization and access to finance.

The Implementation Forum is a key pillar of Climate Weeks, under which Parties and non-Party stakeholders can engage in identifying implementable solutions to accelerate action on the ground. Convening these discussions at the Climate Weeks helps localize the Action Agenda, highlighting region-specific initiatives while drawing on global expertise and supporting preparations towards the second GST.

CW4 will take place in parallel with Baku Climate Action Week which will bring together a range of activities focused on advancing climate action, including some events held jointly with CW4's Implementation Forum. Participants registered for either the CW4's Implementation Forum or Baku Climate Action Week will have access to both programmes

Registration

Register here by 23:59 CEST, 31 August 2026. This registration is solely for the Implementation Forum. Delegates who are already nominated and registered for the mandated events taking place during Climate Week-4 will be able to join the two-day Implementation Forum and do not have to register separately.

Participation in the Implementation Forum will not be separately or additionally funded. In-person participants who wish to attend Implementation Forum in addition to the events of Climate Week-4, for which they have been nominated and registered, are responsible for covering any additional costs of their stay in Baku that arise from participation in the Implementation Forum.

Kindly note that space is limited, and applications will be accepted considering the diversity and balance of representation of stakeholders.

 

Event information

The format of the diverse events of the Implementation Forum has been designed to facilitate dynamic interactions among participants such as the Implementation Labs, Impact Dialogues, and other UNFCCC events, as well as to provide space for the COP Presidencies to share their priorities.

14:00 - 15:30 Implementation Lab -  Unlocking Climate Finance for Agriculture and Food Systems: Building partnerships to accelerate Implementation Highlight solutions under Axis 3 of the Global Climate Action Agenda, particularly advancing relevant Plans to Accelerate Solutions (PAS), such as Access to Finance for Agrifood Systems Transformation and Resilient Agriculture Investment for Net Zero Land Degradation. Led by FAO, it aims at identifying practical approaches to scale climate finance for sustainable, resilient and low-emission agrifood systems, strengthen coherence across initiatives, such as the FAST Partnership, the Baku Harmoniya Climate Initiative for Farmers and the RAIZ Initiative, and foster partnerships that accelerate implementation and deliver integrated climate, food security and sustainable development outcomes

 Highlight solutions under Axis 1 of the Global Climate Action Agenda, particularly advancing relevant PAS, while bringing together government procurement authorities, producers, industry associations, multilateral development banks, standards bodies and technical partners with the aim to match practical barriers with solutions being implemented that enable low-carbon public procurement to move from policy to implementation
15.30 - 17.00 Baku Dialogue on Water for Climate Action – From Commitments to Implementation: Advancing Water Centered Climate Action Towards COP 31 Highlight solutions under Axis 2 of the Global Climate Action Agenda, connecting climate policy, scientific knowledge, water cooperation and partnerships to accelerate water-centred climate action, bringing together stakeholders committed to integrated, inclusive and science-based approaches to address the causes and impacts of climate change on water basins
15.30 - 18.00 (ACE) Turning Knowledge into Action: How Universities Drive Just and Inclusive Climate Ambition and Implementation

Highlight the role of universities in enhancing climate ambition and action, particularly through the implementation of the Action for Climate Empowerment elements. The event will link the intergovernmental process with the real needs of implementation, enabling the consolidation of activities to increase efficiency and impact
16:00 - 17:00 COP 31 Presidency event - Regional Pathways to Energy Access though Electrification Explore diverse regional pathways to accelerating electrification, highlighting key priorities, challenges and opportunities across different regional contexts.
