Introduction
The UNFCCC Adaptation Committee invited adaptation experts from international organizations and other relevant initiatives, as well as government and civil society representatives to discuss the adaptation-related outcomes of COP 28 and brainstorm opportunities and avenues for further collaboration to accelerate adaptation progress. Taking place more than a decade after the first Adaptation Forum was held in 2013, and during a year when all three Rio Conventions will hold negotiating sessions, the 2024 Forum represented a timely moment to take stock and connect the dots between the UNFCCC process and the wider multilateral landscape. Overall, the Forum aimed to promote solutions towards achieving the global goal on adaptation.
Goals of the 2024 Adaptation Forum
The Forum aimed to promote the development of solutions towards achieving the global goal on adaptation through the following:
- Providing a platform for adaptation experts, including from international organizations and funds, governments and NGOs to understand and discuss the adaptation outcomes of COP 28 and the targets under the recently adopted UAE Framework for Global Climate Resilience.
- Providing an overview of ongoing activities, opportunities for collaboration, and synergies between relevant international processes.
- Identifying opportunities for action and collaboration in order to reach the targets under the UAE framework for Global Climate Resilience, including opportunities in relation to knowledge exchange, finance, capacity-building and technology transfer.
- Identifying opportunities for the international community to step up coordination and increase synergies, including with other existing international processes and frameworks.
- Showcasing relevant recent work of the AC – including the outcomes of the regional climate weeks and the ongoing work on the State of Adaptation Action by Parties.
Outcomes of the 2024 Adaptation Forum
The 2024 Forum presented the first opportunity under the UNFCCC to gather across different organizations and communities to unpack the recent developments on adaptation emerging from COP 28 and brainstorm opportunities to collaborate with one another to implement these outcomes. It gathered over 100 participants in-person and online from international organizations, civil society and governments. Participants reflected on needs and challenges, as well as corresponding opportunities for action and collaboration, across all four stages of the iterative adaptation cycle. Across the entire adaptation cycle continuum, the Forum made clear the critical importance of enhancing collaboration across the international system.
