As we approach the midpoint of this decisive decade, it is time to reflect on the progress made and way forward since Parties established the roles of the High-Level Champions (HLCs) at COP 21 in 2015, with a mandate to promote and support the engagement of non-Party stakeholders (NPS) in the climate action process and the extension of the mandate at COP 25 in Madrid until the end of 2025.
In this context, the HLCs are reaching out to Parties and NPS to call for inputs on the following issues:
- How can the High-Level Champions and the Marrakech Partnership add the most value and complement existing efforts to accelerate climate action and drive implementation?
- How can the High-Level Champions enhance collaboration between Parties and NPS to advance the outcomes of the first Global Stocktake?
- How can the Marrakech Partnership be enhanced to support Parties in achieving the goals of the Paris Agreement, including through new and existing tools?
The call for input will be open until 31 July 2024. Your feedback is invaluable to fulfill the mandate that Parties have given the HLCs and as they work collectively to enhance global climate action and support the implementation of the Paris Agreement.

Any Party and observer organization (United Nations and related organizations and specialized agencies and admitted intergovernmental and non-governmental organizations) wishing to send their input to the secretariat should do so via the UNFCCC submission portal (search: “High-Level Champions and the Marrakech Partnership for Global Climate Action”); and any other non-Party stakeholder wishing to provide feedback should send their submissions, per these guidelines, to the UNFCCC secretariat by email to submission-info@unfccc.int .
