ASEAN Shows Commitment to Climate Action
Taking steps towards addressing the growing demand for carbon pricing instruments in the ASEAN region, the Permanent Secretary of the Ministry of Natural Resources and Environment of Thailand partnered with organizations to co-host the ASEAN Carbon Pricing Conference, including the UN Climate Change Regional Collaboration Centre for Asia and the Pacific (RCC AP). This event brought together representatives from all 10 ASEAN member countries and various international organizations, counting over 200 participants at the Eastin Grand Hotel in Phayathai, Bangkok, on 6-7 November 2023.

UN Climate Change Julie Amoroso-Garbin, RCC Asia and the Pacific Regional Lead, set the stage for accelerating the implementation of the Paris Agreement through regional collaboration during her keynote address. She highlighted support provided by the six United Nations Climate Change Regional Collaboration Centers to Parties in learning about and making use of carbon pricing instruments with a view to meeting their climate commitments, as part of the Collaborative Instruments for Ambitious Climate Action (CiACA) initiative introduced at COP 22 held in Marrakesh, Morocco, in 2016.
The conference served as a valuable platform to showcase regional collaboration, where attendees engaged in discussions on concrete elements pertaining to the development and implementation of carbon pricing mechanisms in the region. The event particularly emphasized the importance of strengthening international cooperation to design transparent and solid policies, measures, and mechanisms that effectively address the threat posed by climate change.

Jens Radschinski, Article 6 and Carbon Pricing Specialist at RCC AP further presented at the session dedicated to International market-based cooperation, where he took the opportunity to introduce various mechanisms and their status, with a presentation including the historical background and evolution of these instruments.
Sponsored by the Federal Ministry for Economic Affairs and Climate Action of Germany and other countries, CiACA is a voluntary initiative dedicated to providing support to developing countries in a variety of fields and capacities, including the identification of suitable options and the formulation of specific proposals for carbon pricing instruments, as well as the implementation of these instruments on a national scale. The project is actively assisting countries in Southeast Asia, the Dominican Republic, Ghana, Pakistan, Panama, Senegal, Trinidad and Tobago and the eastern region of Africa.
The ASEAN Carbon Pricing Conference was a joint organizing effort gathering the Ministry of Natural Resources and Environment, the UN Climate Change Regional Collaboration Center for Asia and the Pacific, the Global Green Growth Institute, the Japan International Cooperation Agency, the British Embassy, and the Federal Department of Foreign Affairs of Switzerland.
