Abstract

Recognizing the importance of integrating diverse knowledge systems in adaptation responses, and in order to support Parties in this endeavor, members of the Adaptation Committee’s Taskforce on National Adaptation Plans (NAP Taskforce) decided to prepare this policy brief to provide information on good practices, lessons learned, challenges and opportunities in the application of traditional knowledge, knowledge of Indigenous Peoples and local knowledge systems (TILKS) in adaptation. This is aimed to inform practitioners and policymakers in their adaptation planning and implementation efforts, as well as constituted bodies under the UNFCCC and the Paris Agreement, and other key stakeholders to further incorporate these knowledge systems into their work. As detailed in this brief, TILKS can meaningfully contribute to adaptation efforts, including as a source of information on climate change impacts, as well as on viable adaptation options which are locally appropriate, socio-culturally responsive, sustainable, resilient, adaptable and cost-efficient. Integrating TIKLS with scientific knowledge, mainstream solutions and new technologies can increase the effectiveness of adaptation efforts. It is important to highlight that the use of TILKS needs to be implemented with the ethical and equitable engagement of Indigenous Peoples and local communities. TILKS have a role to play in all stages of the iterative adaptation cycle, including impact, vulnerability and risk assessment; adaptation planning; implementation; and monitoring, evaluation and learning; as well as enabling factors, such as targeted funding instruments, awareness-raising mechanisms and responsive institutional arrangements. Relevant information on how to incorporate TILKS in each stage is presented, including through case studies and examples of good practices from different regions. An assessment of national reports under the UNFCCC process included in this brief, shows that governments have increasingly recognized the importance of TILKS in adaptation. However, the inclusion and application of these knowledge systems varies, highlighting the need for strengthened action in this regard. Long-term transformational and incremental adaptation, as well as holistic approaches, provide an opportunity to integrate TILKS, including Indigenous understandings of the rights of nature and the deep interconnection of humanity with the natural environment. Moreover, the implementation of adaptation measures based on TILKS can contribute to the achievement of the targets under the UAE Framework for Global Climate Resilience. Based on the information presented, specific recommendations are offered for governments, constituted bodies and other stakeholders involved in adaptation action to further apply TILKS.
