Climate-related capacity-building must be approached in a more systematic and coherent manner to ensure that capacity-building initiatives are targeted, consistent and continuous, and bring about long-term effects. The PCCB has a mandate to foster coherence and coordination in the capacity-building activities implemented by bodies, entities, and processes under the Convention and the Paris Agreement.

The UNFCCC Bodies, Entities, and Processes Day aims to increase the visibility of capacity-building efforts undertaken under the Convention and the Paris Agreement and showcase coherence and coordination efforts supported by the PCCB, particularly the work of the informal coordination group for capacity-building under the Convention and the Paris Agreement (ICG).

Objective 

The PCCB has a mandate to foster coherence and coordination in the capacity-building activities implemented by bodies, entities, and processes under the Convention and the Paris Agreement. Through the UNFCCC Bodies, Entities, and Processes Day at the 3rd Capacity-building Hub, aims to increase the visibility of capacity-building efforts undertaken under the Convention and the Paris Agreement and showcase coherence and coordination efforts supported by the PCCB, particularly the work of the informal coordination group for capacity-building under the Convention and the Paris Agreement (ICG).

Topics and Participating Innovators

  • International Association for the Advancement of Innovative Approaches to Global Challenges (IAAI), a youth-focused civil society organization, will explore how Action for Climate Empowerment (ACE) processes can be rethought and reorganized within the context of the African region and youth.
  • The UN Climate Change Secretariat and its Regional Collaboration Centres in Bangkok, Dubai, and Kampala in collaboration with other partners will present the results of the studies conducted to identify capacity-building gaps and needs in relation to climate action of small and medium-sized enterprises (SMEs) from mapping studies in the different regions.
  • The Paris Committee on Capacity-building (PCCB), as part of its 2021-2024 workplan (Activity A.3.1), will be organizing a technical session on coherence and coordination of capacity-building.
  • The UN Climate Change Secretariat and its Regional Collaboration Centres set up the Academy for Global Youth Leadership Empowerment (AGYLE) with the aim to develop and build upon the existing capacity of youth from diverse stakeholder groups in the region by training the academy participants. At their event, they aim to provide a platform to engage and amplify the voices of youth and youth-related stakeholders to discuss the role of education and innovative capacity building strategies as well as the needs and opportunities of young entrepreneurs to accelerate transformative climate action.
  • The youth constituency of UNFCCC, YOUNGO, through their event - Youth in Capacity-building, aim to create a space for youth who closely follow capacity-building processes to exchange their views with global youth and key actors in UNFCCC's capacity-building and ACE processes, to discuss the current stage as well as further efforts on youth engagement in the fields of capacity-building, and NDCs.
  • Three constituted bodies - Adaptation Committee (AC), the Least Developed Countries Expert Group (LEG), and the Paris Committee on Capacity-building (PCCB), get together for a session to discuss ways to further strengthen gender sensitivity in adaptation under the Convention and the Paris Agreement.
  • In response to the mandate of the PCCB on identifying capacity gaps and needs, a toolkit for assessing capacity-building needs and gaps is being developed. The UNFCCC Bodies, Entities, and Processed Day will be closed with a presentation on the current status of the PCCB toolkit.
