ETF Blended Training

ETF Blended Training is a hybrid training programme with in-person and online components, aimed at empowering policymakers, government officials and national experts in understanding and implementing the Enhanced Transparency Framework (ETF) under the Paris Agreement. ICAT, UNFCCC, Global Support Programme (GSP), UNEP  DTU Partnership (UDP) and UNSSC collaborated to develop and roll out the programme.

Outcomes:
Upon completion, participants will get:

  • Insights into the role of ministries and governments pertinent to the objectives and requirements of the Paris Agreement and its ETF, and how to implement the ETF in a way that advances both domestic and international objectives;
  • An enhanced perspective of the data needs and methods for assessing and reporting on mitigation actions, to enable the development of effective climate policies and tracking of NDCs;
  • An overview on where to access good practice guidance, knowledge resources, methodologies, guidelines and tools related to climate transparency;
  • Background to facilitate the preparation of national institutional arrangements and the mobilization of resources and support for the implementation of the ETF.

The ETF Blended Training, held in Nairobi, Kenya, from 5–8 August 2025, brought together 32 participants from 17 African countries. Co-organized by UN Climate Change, the United Nations System Staff College, the Initiative for Climate Action Transparency, and the UNEP Copenhagen Climate Centre, the four-day course combined presentations, interactive group work, and peer exchange to strengthen technical skills on the Enhanced Transparency Framework (ETF).

The training focused on aligning Biennial Transparency Reports (BTRs) with national climate plans (NDCs), designing robust national transparency frameworks, and enhancing stakeholder engagement. Participants left with practical tools to improve reporting and review processes under the Paris Agreement, as well as a stronger regional network to sustain cooperation and peer learning on climate transparency.

A facilitated e-learning course on Climate Transparency and the Enhanced Transparency Framework (ETF) was offered in English and Spanish between April and June 2024 (7 weeks).

In addition, two in-person workshops of the ETF Blended Course were organized for LAC region (in Spanish), as well as Balkans, Caucasus, Caribbean, and the Middle East (in English).

From February until September 2023, the facilitated e-learning course of the ETF Blended Course trained over 100 experts from French-speaking developing countries.

In addition, an in-person workshop of the ETF Blended Course trained 29 experts over a 3-day workshop delivered between 29 and 31 August 2023 in Bonn, Germany.
