Background

Following the outcome of the first Global Stocktake (GST) at COP28, organizations in a position to do so, including the UNFCCC secretariat and its Regional Collaboration Centres (RCCs), were invited to strengthen capacity-building support for the preparation and communication of the next round of Nationally Determined Contributions (NDCs).

Since 2024, a series of global and regional interagency stocktaking meetings has been convened to take stock of progress, identify gaps, and improve coordination among development and implementation partners supporting NDC development and implementation. As many countries in Asia and the Pacific are submitting their NDCs 3.0 in 2025 — with further submissions expected by COP30 — the focus is now shifting decisively from NDC preparation to implementation.

Building on three previous regional partners’ stocktaking meetings, the 4th Regional Partners’ Stocktaking and Coordination Meeting will convene partners across Asia and the Pacific to identify enabling pathways, sectoral solutions, and actionable outcomes that support the effective implementation of NDC targets. The meeting will also provide a platform to exchange updates on planned initiatives through the end of 2025 and discuss upcoming NDC-related activities, including those planned for COP30.

Objectives

The meeting, organized by the UNFCCC Regional Collaboration Centre for Asia and the Pacific (RCC AP), in collaboration with UNDP, NDC Partnership, ESCAP and UNEP (on behalf of the Issue-Based Coalition on Raising Ambition on Climate Action) aims to strengthen regional coordination and support partners in facilitating a smooth transition from NDC preparation to NDC implementation in Asia and the Pacific. Specifically, the objectives are to:

  • Recap key takeaways and follow-up actions from previous regional partners’ stocktaking meetings on NDCs 3.0.

  • Take stock of partner initiatives and plans of action supporting NDC preparation and implementation through the end of 2025.

  • Identify sectoral and cross-sectoral pathways that enable the transition from NDC development to implementation.

  • Exchange views on partner support plans to enhance synergies, coherence, and impact at country level, including through engagement with the UN Resident Coordinator system.

  • Share best practices, lessons learned, and success stories in delivering technical, financial, and institutional support for NDC implementation.

  • Identify actionable strategies to address common barriers and gaps in NDC implementation support across the region.

Expected Outcomes

The meeting is expected to deliver the following outcomes:

  • A clearer regional picture of who is doing what, where, and how in supporting NDC 3.0 implementation.

  • Identification of priority gaps, overlaps, and opportunities for enhanced coordination among partners.

  • Practical, solution-oriented insights to support countries in operationalizing NDC targets across key sectors.

  • Strengthened collaboration among development partners, including across technical, financial, and institutional dimensions.

  • Enhanced alignment of regional NDC support with UN system coordination mechanisms.

The meeting is targeted at:

  • Development and implementation partners supporting NDC development and implementation in Asia and the Pacific.

  • UN agencies and Issue-Based Coalition members engaged in climate action and NDC-related support.

  • Representatives from the UN Development Coordination Office and UN Resident Coordinator system.

  • Technical experts and practitioners working on sectoral and cross-sectoral aspects of NDC implementation.
