BACKGROUND

The LEG meets twice a year to develop and review progress on the implementation of its work programme. At this meeting, the LEG will develop the work programme for 2025–2026 considering ongoing work and new mandates arising from COP 29. The meeting will also include discussions with representatives of the least developed countries (LDCs), and relevant organizations, including the Adaptation Fund Board secretariat, the Green Climate Fund secretariat, the Global Environment Facility and its agencies, and regional centres and networks, regarding support to the LDCs.

Provisional agenda

1. Adoption of the agenda and organization of work
2. Election of officers 
3. COP 29 / CMA6 / SB 61 outcomes and related mandates to the LEG
4. Update on NAP 3.0 initiative and alignment of activities 
5. Progress in the implementation of the LEG work programme for 2024–2025
a) Supporting the LDCs in implementing the NAP
b) Enhancing the provision of direct support to the LDCs for formulating and updating NAPs
c) Supporting the LDCs in establishing an effective and iterative process to formulate and implement NAPs – with a focus on enabling environment for accessing funding
d) Collaborating with the GCF, the GEF, and the AF on providing support to the LDCs in accessing funding for the formulation and implementation of NAPs
e) Updating technical guidelines for the process to formulate and implement NAPs to reflect the elements of the GGA decision 2/CMA.5 
f) Updating the PEG M&E tool to cover metrics for measuring outcomes and impacts of adaptation actions, including additional metrics to the existing ones 
g) Conducting global and regional outreach events on NAPs 
h) The annual progress report on NAPs
i) Responding to mandates from the SBI, the COP and the CMA related to supporting implementation of the Convention and the Paris Agreement
j) Collaborating with other constituted bodies and organizations in fulfilling joint mandates and undertaking activities of common interest

a)   Enhancing provision of support to the LDCs in formulating and implementing NAPs 
  •    Assisting LDCs in accessing funding from the GCF, LDCF, AF and other sources for implementing the priorities identified in their NAPs 
  •    Assisting all the LDCs to produce their NAPs by 2025 
  •    Delivering on the GGA targets using NAPs 
  •    Annual NAP progress report 
b)   Ongoing and new areas of collaboration
  •    Organization of the NAP Expo 2025
  •    Supplements to the technical guidelines for the formulation and implementation of NAPs
  •    Emerging topics based on the Open NAP initiative including a NAP sample case, issues related to access to data and climate scenarios in particular, data sharing policy, frontier technologies and others
  •    Updates on relevant activities for assisting the LDCs in formulating and implementing NAPs
