Paris Committee on Capacity-Building (PCCB)

Background

COP 21 decided that the PCCB will annually focus on an area or theme related to enhanced technical exchange on capacity-building with the purpose of maintaining up-to-date knowledge on the successes and challenges in building capacity effectively in a particular area. For 2025, the focus area will be “Capacity-building for designing holistic investment strategies, bankable projects and stakeholder engagement to strengthen the implementation of NDCs and NAPs in developing countries”.  

This focus area addresses the critical need to mobilize and scale finance for climate action, bridging the gap between climate ambitions and tangible outcomes through robust investment strategies and bankable projects. It will emphasize the importance of securing funds from various sources, including MDBs, IFIs, the private sector and philanthropic foundations, and the necessity of capacity-building to create an enabling environment for climate action. This involves strengthening national institutions to engage with financiers, design viable projects and ensure alignment with broader development objectives. 

Objectives

In this launch event, the PCCB will present their planned activities under the 2025 Focus Area, and the opportunities for stakeholders to contribute to these activities, as well as insights from other bodies and processes to better deliver on its 2025 Focus Area.
