Background
GGGI supports developing countries and emerging economies on designing climate action strategies, policies, plans (including NAPs) and projects to transition to a low carbon and climate resilient future by delivering a large range of activities such as capacity building, awareness raising, knowledge co-creation and sharing, technical assistance, project development, resource mobilization and strategic partnerships.
Objectives
- To share knowledge and lessons learned on NAP best practices and gap assessment with focus on capacity building,
- To identify the main elements of a capacity building programme to address existing NAP gaps and replicate best practices,
- To increase stakeholder awareness of the NAP best practices and gaps and effective capacity building activities,
- To enhance shared vision and co-creation of the main aspects of building capacity of Institutions in developing countries for inclusive NAP development and implementation,
- To strengthen collaborations among different institutions and bodies (e.g. UNFCCC bodies, universities from Global South and Global North, international organizations, governments, etc.) and regions, in order to boost collective creation of knowledge and capacity-building activities.

Key outcomes
- A newly developed assessment framework on NAP based on the analysis of more than 40 NAPs was introduced. This framework is designed to specify whether the NAP has clear and measurable goals, methods to ensure participation, background policies and measures, implementation details, a clear timeframe, and other aspects such as accountability, monitoring and evaluation, etc.
- Best practices for achieving nearly 100% coverage in NAPs were identified in a number of countries, such as Peru, Bangladesh, Fiji, Togo, Burkina Faso, Armenia, and Papua New Guinea. These countries are cited as successful models for inspiration in different aspects of NAP development, including setting smart objectives for goals, prioritizing adaptation actions, involving stakeholders, using time-specific indicators for M&E, and recognizing financial gaps and mobilization plans.
- Key capacity needs of LDCs were mapped, including support for formulating their first NAPs, implementing ambitious priorities, scaling up Adaptation, accessing financial support (including from the GCF), and receiving technical guidance and capacity-building for stakeholders.
