Background and mandate

At the sixty-fourth meeting of the Subsidiary Body for Implementation (SB64), the SBI initiated the midterm review of the progress of work under the Glasgow work programme and agreed to continue consideration of this matter at SBI 65 on the basis of the informal note prepared by the co-facilitators.

The SBI also recalled activity C.1 of the current action plan under the Glasgow work programme, on building and strengthening the capacity and skills of national ACE focal points and invited the secretariat to continue providing capacity-building opportunities for national ACE focal points.

Pursuant to that invitation, this two-day hybrid workshop is convened in conjunction with Climate Week 4 in Baku. National ACE focal points were consulted through the preparatory survey conducted by the secretariat in July 2026, in which respondents consistently called for a working format rather than a presentation-heavy one, for peer exchange and practical case-sharing, for regionally grounded discussion, and for dedicated time among Parties on the respective roles of national ACE focal points.

Objectives

In this workshop, participants will engage in interactive and participatory capacity-building exercises to identify approaches for developing measurable, effective and implementable activities and deliverables, including drawing on Parties’ and observers’ experience in implementing the current action plan. The co-facilitators’ informal note will provide practical examples for exercises that test what makes an activity and a deliverable implementable and impactful.

Specifically, by the end of the workshop participants will have:

• A shared, practical understanding of how an action plan activity is constructed, the relationship between an activity, its deliverables, the responsible entities, the timeline and the level of implementation.
• A methodology they can apply to any proposed deliverable to judge whether it is purposeful, clear, verifiable, properly assigned and feasible.
• Practiced application of the methodology on the informal note prepared by the co-facilitators at SB64 and on activities of their own design.
• Strengthened understanding, among Parties, of the roles of national ACE focal points and how national implementation can be supported through an international framework.
• Peer-to-peer exchange and strengthened regional networks that continue beyond the workshop.

*The informal note is used solely as working material. It supplies current examples on which participants practice a transferable skill: designing activities and deliverables that are effective, measurable and implementable.

Preparing for the workshop

• In preparation for the workshop, participants are invited to consider the background documents mentioned in the section below.
• The abovementioned informal note by the co-facilitators will be considered as a resource for some of the discussions.

• All participants are invited to be familiar with the Glasgow work programme on ACE and its Action Plan.
• Read the templates and guiding questions uploaded in advance.
• All participants are invited to actively engage in the group work and come ready to share concrete national or organizational experience of ACE implementation.

Expected outcome

• Participants have built and practised a transferable method for assessing and designing action plan activities and deliverables that are effective, measurable and implementable.
• Participants have jointly reflected on activity design considering, inter alia, activity description, responsibilities, timelines, deliverables and outputs, level of implementation, sequencing, possible linkages and complementarities.
• Participants have discussed ACE implementation through a regional lens.
• National ACE focal points have built capacity on the existing opportunities for their work to be strengthened through an international framework.
• Participants have strengthened peer and regional networks that continue beyond the workshop.

Expected output

• Recordings of the plenary sessions of the open segments.
• Documentation of the material used in group discussions and report-backs.
• A methodology that can be applied in future work.

We kindly ask that participants complete their registration and arrive at the meeting room as early as possible to avoid delays. Online participants are asked to join fifteen minutes before the start of each day to test their connection and access to the online tools.

In-person participation

The workshop will take place at the Baku Convention Centre (BCC), Baku, Azerbaijan. Please check the CCTV for information regarding meeting rooms.

Interpretation

The workshop will be held in English. Breakout groups by region will be organized, to the extent possible, to allow conversations in other languages.
